CLASS SPECIFICATION
I.
CLASS TITLE:
ELECTRIC UTILITY INSPECTION SUPERVISOR

PUBLIC UTILITIES/ELECTRIC SYSTEMS DIVISION
III.
CLASS DEFINITION:
To supervise and provide technical support to the Electrical Inspection
Group; to ensure electrical construction of capital projects by
contractors are in compliance with contracts and construction standards;
to ensure compliance with Underground Service Alert (USA) Regulations;
and provide support to the Electric Systems Technical Services
Superintendent as required.
IV.
SUPERVISION RECEIVED AND EXERCISED:
Receives general direction from the Electric Systems Technical Services
Superintendent.
Exercises direct supervision over Electrical Inspection City staff and
time and equipment contract crews.

EXAMPLES OF ESSENTIAL JOB FUNCTIONS:
Duties and responsibilities
include but are not limited to, the following:
Plan, prioritize, assign, supervise, and review the work of the Electric
Utility Inspection Group (internal inspectors and contractor employees);
field check inspectors work to ensure compliance with contracts and
construction standards; provide technical support to resolve problems
associated with work assignments (internal inspectors and contractor
employees); manage the Underground Service Alert Program (USA).
Participate in the development, review and approval of electric system
construction standards; actively participate in the planning, review of
final design plans and make recommendations for electric system capital
projects; participate in the evaluation and make recommendations related
to abnormal conditions and equipment failures on the electric system.
Evaluate, develop and implement procedures that ensure efficient,
effective and safe electric system inspection practices; plan and
conduct training related to inspection procedures and applicable
contractor construction contracts; ensure that inspections comply with
established procedures and construction contract provisions.
Develop and monitor the program budget; maintain expenditures; prepare
recommendations that meet the current and long range goals of the
inspection group and department.
Ensure compliance with applicable Memorandums of Understanding; select,
train and evaluate staff; schedule and approve time and work schedules.
Perform the work of Inspectors during maximum work load periods; respond
to the most difficult and sensitive issues; resolve complaints with the
public, contractors and other city departments.
Attends classes and seminars to remain current on new methods and
materials of the industry. City of Anaheim

Provides administrative support to upper management.
Performs related duties and responsibilities as required.

JOB RELATED QUALIFICATIONS:
Experience:
Responsible and extensive experience in electric utility
construction and/or inspection programs including supervisory
responsibilities.
Knowledge of:
Electric utility construction and inspection procedures;
AC-DC electrical theories; high and low voltage construction standards,
California GO 95 and 128, State Title 8, National Electrical Code and
Safety Rules; application of Underground Service Alert procedures;
contract provisions and requirements of active and pending projects; the
City Work Order System; Electric System Operating Procedures; budget
theory; supervisory techniques; personnel management theory and
practices, labor contracts, City Personnel Policies and Administrative
Regulations; effective writing techniques.
Ability to:
Coordinate and supervise a comprehensive electric utility
inspection program; effectively evaluate completeness and accuracy of
electrical system construction projects; select, train and evaluate
staff; disciple employees and develop performance plans; effectively
apply AC-DC electrical theories, high and low voltage construction
standards and California GO 95 and 128, State Title 8, National
Electrical Code and Safety Rules; perform the duties of an Electrical
Inspector as required; effectively evaluate complex construction
projects, related design drawings and reports for completeness and
accuracy; effectively and accurately evaluate the work of contractors in
accordance with contract standards; work independently and make sound
decisions; effectively resolve complaints and disputes; effectively
develop and administer the program budget; evaluate contractor
performance against contract standards; prepare clear, concise and
accurate written and verbal reports; communicate clearly both orally and
in writing; effectively prioritize work; and establish and maintain
effective working relationships with those contacted in the course of
work including the general public, contractors and other City employees.
Physical
Requirements:
Exposure to electrical hazards.
License/Certification Required:
Possession of, or ability to obtain a
valid California Drivers License by date of appointment in order to
perform field inspections of work.
