herein. The Airport is inviting experienced, proven Airport Planning
Firms to participate in the following selection process:


Firms should have a demonstrated track record of
similar planning exercises, thorough understanding of Federal Aviation
Administration (FAA) Master Planning Advisory Circulars (AC) and requirements,
and must have the ability to provide expertise in terminal planning
& design including FIS facilities, roadway & parking development,
intermodal transportation facilities, cargo facility development, land
use & zoning, runway navigational aids including approach lighting,
project financing, public outreach and coordination with the FAA and
other airport stakeholders.


THE MASTER PLAN UPDATE


The Airport intends to update its 1997 Master Plan.  The Airport
has essentially constructed all projects included in the 1997 Plan with
the exception of a second parking garage and a terminal expansion to
include 9 additional terminal jet gates.  The Update will look
at the projected 20-year build-out of the terminal building (with a
strong focus on technological solutions to maximize utilization/capacity
and reduce the need for capital infrastructure expenditures), associated
roadways, curb frontage/lane usage, circulation issues and compatible
land use in the vicinity of the airport. It will include the creation
of an international arrivals/departure gate and international passenger
processing facility (FIS) as part of the terminal build-out, an intermodal
facility tied to the potential rail extensions being considered by the
State of NH, parking needs and adjacent land use options created with
the completion of the Airport Access Roadway currently under construction. 
The Airport may add additional items to the scope as it deems appropriate
and in the best interest of the Airport.  The intention of the
Airport is to develop a comprehensive Master Plan to position the Airport
to fully meet the economic and air service needs of the region as described
in the New England Regional Airport System Plan (NERASP) published in
the fall of 2006.


Firms must be qualified to examine the economic, environmental, and
engineering impacts of various options for future development of the
airport.


THE PROCESS


Pre-Qualification Phase: 


Interested Planning firms are to submit a statement of qualifications
(6 copies) no later than Noon, April 30th, 2008. Based upon this document,
the Airport, at their sole discretion, will select a list of firms it
deems most qualified to update the Airports Master Plan.


The Statement of Qualifications shall include the following information:



Specific planning experience on projects of similar program and scope. 
Experience in airport planning is of primary interest.  A complete
list of related planning studies and master plan updates completed during
the past five years shall be submitted, along with client references. 
Additionally, not less than three completed project case histories,
of similar type and scope, shall be presented.  The Airport is
particularly interested in studies and master plans which have lead
to actual infrastructure improvements recommended in the study or plan, including a recommended approach for public outreach and participation
of stakeholders.

font-size: 10pt;">n of this master plan update, including a recommended approach for public outreach
and participation of stakeholders.


Identification and qualifications of key personnel to be used, including
Project Managers, Planners, and Technical Professionals.  Submission of names shall be
a commitment on the part of the firm to utilize stated personnel for
the master plan update.

Submission Phase:


The Airport, at
its sole discretion, will pre-qualify firms who will then be invited
to submit proposals.  Notifications and proposal packages will
be sent to successful firms by the end of May, 2008.  Proposals
will then be due back to the Airport within 30 days, with presentations/interviews
then scheduled for those firms the Airport deems to have submitted proposals
most beneficial to the Airport.  Actual dates will be set by the
Airport with the issuance of the proposal packages.


Following the submission of proposals and completion of presentations
and interviews, the Airport will consider all available information
and select one firm with whom it will finalize a Scope and Agreement. 
In the event such an agreement cannot be reached to the satisfaction
of the Airport, the Airport reserves the right to terminate negotiations
with no obligation to the apparently selected firm, and to enter into
an agreement with any other party of its choosing.


A copy of the currently approved Airport Layout Plan (ALP) dated July
2006, is included with this RFQ.
