All Terrain Vehicles (ATV) Requirements
Note: For ease of placement in your EM 385-1-1, replace
current 18.D. in its entirety with the following:
18.D ALL TERRAIN VEHICLES (ATVs)
18.D.01 For the purposes of this section, all-terrain vehicles
(ATVs) are defined as follows:
a. Class I vehicles intended for off-road use that have a width
of 50 inches (127 cm) or less, a dry weight of 800 pounds (364
kg) or less, have a saddle seat, and travel on three or four low
pressure tires, with a seat designed to be straddled by the
operator;
b. Class II vehicles intended for off-road use that have a width
of 50 inches (127 cm) or more and a dry weight of more than
800 pounds (364 kg) but less than 10,000 pounds (4545 kg);
c. Class III vehicles intended for off-road use that travel on
two wheels and have a dry weight of less than 600 pounds (273
kg).
NOTE: Utility Vehicles are designed to perform off-road utility
tasks such as passenger and cargo transportation and are
described separately in Section 18.F. Examples are Rangers,
Rhino, M-Gators, Gators, and Mules.
18.D.02 Every ATV operator shall have completed a nationally-
recognized accredited ATV training course (such as provided by
the Specialty Vehicles Institute of America or in-house resources
that have been certified as trainers by an accredited organization)
prior to operation of the vehicle. The operator must pass an
operating skills test prior to being allowed to operate an ATV. Proof
of completion of this training shall be made available to the GDA
upon request.
18.D.03 All ATVs shall be equipped with:
a. An operable audible warning device (horn);
b. Headlights (if it will be used during hours of darkness);
c. Taillights; and
d. Brake lights.
18.D.04 The manufacturer's recommended payload/passenger
limitations shall not be exceeded at any time.
18.D.05 Gloves and a DOT-approved motorcycle helmet with full-
face shield or goggles shall be worn at all times while operating a
Class I or Class III ATV. When required for operators, passengers
shall wear an approved motorcycle helmet with full-face shield or
goggles.
18.D.06 ATVs will not be driven on public roadways except to
cross the roadway, and it will only be driven on a public roadway at
designated crossing points or with a road guard. (no paved road
use unless allowed by the manufacturer).
18.D.07 Only Class I and Class II ATVs with four or more wheels
may be used.
18.D. 08 A copy of the operators manual will be kept on the vehicle
and protected from the elements (if practicable).
18.D.09 Tires shall be inflated to the pressures recommended by
the manufacturer.
18.D.10 ATVs shall be equipped with mufflers.
18.D.11 All ATVs shall be equipped with spark arresters.
18.D.12 All Class II ATVs shall be equipped with ROPS and
seatbelts.
