THE 1999 KSC ALL AMERICAN PICNIC will be held on Saturday, April 10, from 10:00 a.m. to 4:00 p.m., at KARS Park 1. Tickets are
now on sale at all KSC NASA Exchange Retail Stores$4.00 for adults (age 13 and up) and $3.00 for children (ages 3 to 12). Dont miss
the Childrens Carnival: The KSC Spaceman will be there; eight ponies to ride; putt-putt golf; games and prizes; Shriner Clowns;
Daddys Choo Choo Train Ride; a carousel; moonwalk, kiddy swings; face painting; a model rocket launch demonstration; ice cream, sno
cones, cotton candy and popcorn. Family Sports will feature: Golf Closest to the Pin; Basketball Free Throw and 3 Point Shot Contests;
Street Hockey Shootout; Horseshoes; Bingo and Adult-Child Team Relay Races. There will be a Kids Fishing Tournament (with prizes!)
for those 14 and under. A Wildlife Encounter, featuring ThunderhawkBig Cat Rescue, will present shows at 11:00 a.m., 1:00 p.m. and

CONSTRUCTION NOTICE: Paving of Kennedy Parkway south, northbound lanes, from Gate 2 to 5

Street and the intersection at E
Avenue and NASA Parkway, will be under construction starting in the month of April. The contract runs for 90 days. There will be
impacts to the flow of traffic in these areas between the hours of 8:30 a.m. and 3:00 p.m. daily. Please use caution in these areas while

VOLUNTARY EARLY OPTIONAL RETIREMENT (VERA): VERA is effective through September 30, 1999. This authority was granted
with the understanding that there would be no coercion of employees and that wherever possible, vacancies created by retirement will be
used to ease the impact of organizational changes brought about through reinvention of the Federal government. Employees who are at
least 50 years of age and have completed 20 or more years of creditable service and employees who, regardless of age, have completed 25
or more years of creditable service are eligible for VERA. Annnuities of CSRS employees under age 55 will be reduced by 1/6th of 1% for
each full month they are under age 55. The annuity will not increase when age 55 is attained. To schedule an appointment, interested

FEDERAL EMPLOYEES HEALTH BENEFITS EXTENSION OF COVERAGE: The Federal Employees Health Benefits Amendments Act
(PL 100-654) has provided separated employees, certain dependent children, and former spouses the option of keeping their Federal
Employees Health Benefits (FEHB) plan for specific periods of time. Under the provisions, employees who leave the Government, either
voluntarily or involuntarily, are eligible to continue FEHB coverage for 18 months if (1) the employee was enrolled in the FEHB at time of
separation; and, (2) the employee was NOT fired because of gross misconduct. This includes employees who retire and are not eligible
to continue FEHB coverage as annnuitants. Children who become age 22 and ex-spouses may continued coverage for up to 36 months
provided they had coverage under a Federal employee at the time of the event. These individuals have continuation of coverage for 31
days at no cost to them. However, within 60 days of the event, they must submit paperwork to continue their FEHB. For more informa-
