LABOR JURISDICTIONS


We have provided the following definitions and jurisdictions to acquaint you with specific guidelines for
labor. If you have any questions once you have read this, please contact:

Union Labor Jurisdictions in the San Francisco Bay Area

Much of the labor required in this event falls under different jurisdictions. It is important to understand
these functional roles so appropriate labor can be provided. The following is a summary of the principal
areas as defined by union jurisdiction. Please see Labor Definitions located after this page for more
detail on the different jurisdictions.

LABOR DEFINITIONS


Union Labor Definitions by Jurisdiction

Material & Freight Handling

Work rules specify that the Teamsters Union Local 85 has jurisdiction over all unloading and reloading of
materials. The Union also has jurisdiction over the operation of all material handling equipment this
includes all dollies and hand trucks.

You may hand carry only what you can manage by yourself (one person) in one trip, using no equipment.
Since hand carried materials may not come through the freight entrance, show management (IDG World
Expo) will designate a specific entrance for hand carried items. Current union jurisdiction precludes hotel
personnel from delivering material to exhibit booths.

Booth Labor, Sign & Display, Display Installation & Dismantle

By definition, the installation or dismantling of exhibits that requires the use of hand tools, or takes one
person more than 30 minutes, or exceeds ten feet in any direction, falls within the jurisdiction of the Local
510 of the Sign Display and Crafts Union. You can handle and set out the products you manufacture;
however, all background materials (display boards, backdrops, stands-anything the products are displayed
upon, attached to, or made part of) must be installed by union labor. Labor can be ordered in advance by
returning the Display Labor order form, or on show site at the Service Center. The unpacking, erecting,
assembling, dismantling & packing of displays and equipment may be done by full-time employees of an
exhibiting company, provided the above listed conditions are met.

Exhibitors are allowed to set-up and/or dismantle their own booths, provided that they use their own
bonafide, full-time employees and fall under the union jurisdictions as listed above. No outside labor of
any kind is allowed.
a)

Personnel perfoming the work must be bonafide, full-time company employees of the exhibiting
company.
b)

They must be off-loading from a company owned truck or rental vehicle, or from a car, van or truck
owned by personnel of the exhibiting company.



Rigging: The rigging of all overhead truss and motor installation on the exhibit floor, general
sessions, breakouts and any location in the facility where this type of apparatus may be incorporated.

This falls under Local 510 of the Sign Display and Crafts Union, and is handled through the Service
Contractor.



Staging, Theatrical Lighting, Sound & AV Services & Computer Installation

The following definitions of tasks fall under the jurisdiction of Local 16 of I.A.T.S.E.:

Sound: Sound for breakouts, general sessions and exhibits, including cassette recording, simultaneous
language interpretation systems and live marketing. Also, the setting, operating and striking of any audio
equipment, either through a house system or audio mixer console of any size, which is either ground-
supported or hung overhead with truss.
Projection: All projection units of any brand from 35 millimeter to video projection with single or
multiple source settings that need to be tweaked, cabled, routed, switched through or into video walls,
retro boxes or screens, either through I-MAG front or rear projection, i.e. Barcos, Sonys, Greyhawks,
General Electric, Hughes, JVC and any other brands that may be incorporated through computers.

Theatrical Lighting: Any lighting, either on the exhibit floor, breakout rooms, general sessions, mood
up and down lighting that is incorporated through the use of dimmer packs or is console controlled via
robotic moving light units, i.e. Varilite, Intellabeam, Cyberlight, Roboscan, etc. Setting, operating and
strike of said equipment, either truss supported or ground supported.
Video: All ENG, EEP, archive or facility operated show cameras, either static or hand-held for exhibit,
breakout, general session, exhibits and pickup shots for products and convention services. Full service
switching and editing are available, but should be referred to Local 16 for consultation of current needs.
Computers: Leased or rented: All exhibit floor, breakout rooms, general sessions (i.e. computer
registration, kiosk, Internet/Networking access stations), Video Servers, Audio Servers, Video
Conferencing Systems, Disk Recorders, Digital Effect Systems, Digital Transmission devices, CBT
(Computer Based Training), CLS (Learning Systems), DCLS, Digital NLLE & Graphic Systems,
Computer Labs, Audio Response Systems, Teleprompting. The setting, operating and strike of said
equipment.
Draping: All draping within the general session room, theatrical presentation and breakout rooms,
making of screens, support towers and platforms, masking drape and carpet on all stages.
Carpentry: All work pertaining, but not limited to is performed by traditional stage carpenters. The
moving, unpacking, assembly, erection, repair, use & removal, packing of stages, stage sets, backdrops,
and a
