Sealed Proposals for current model Qunit fire truck as specified for Newport
Volunteer Fire Department subject to all the conditions, and provisions, etc., set forth
herein and attached. Proposals will be received in the Purchasing Office, Room 114,
until 11:00 A.M. E.S.T. on August 15, 2005 . Proposals will then be publicly opened
and read aloud in Room

the Director of Purchasing.

SPECIAL CONDITIONS



The above Proposal # shall be shown on front of the envelope in which this proposal is submitted.
York County assumes no responsibility for unmarked envelopes being considered for award. Only
one (1) proposal per envelope. Authorized company representative is required to sign in ink on the
reverse side of this page in the space provided. Electronic signatures are not acceptable.
Proposals not signed will be automatically rejected. It is requested that completed proposals
be typewritten. Facsimiles are not acceptable. If County offices are closed due to inclement
weather, the proposals shall be accepted at the same scheduled hour on the 3rd working day
(excluding County observed holidays) after the scheduled proposal receipt date.

INSTRUCTIONS


1.
Submit one (1) each signed original and one (1) each signed copy of the proposal.

2. Proposal, amendments thereto or withdrawal requests received after the time advertised for proposal receipt
will be void regardless of when they were mailed.

3.
Address and mark proposal as indicated in the notice.




CONDITIONS

The County reserves the right to reject any and all proposals, and to waive all technicalities.

2.
The right is reserved to make award as considered to be the most advantageous to the County.

The successful proposer shall indemnify and save harmless the County of York and all County officials,
agent, and employees from all suits or claims of any character brought by reason of infringing on any
patent trade mark, or copyright.

REQUEST FOR PROPOSALS
QUINT FIRE TRUCK

PART ONE

1.0 GENERAL

1.1 The Newport Volunteer Fire Department located in York County South Carolina is interested in purchasing a
complete Quint fire truck for their fire protection operations as described in the attached specifications.

1.2 Through a sealed proposal (RFP) process, the department is interested in obtaining pricing for a new, unused,
current production model ladder truck, and as an alternate, pricing for a demonstration (demo) truck that is less than
3-years old. Proposers shall provide pricing for the purchase of each, and as an option, pricing for a lease purchase
for each in the pricing section of this proposal.

2.0 INTENT

2.1 It is the intent of these specifications to describe the essential minimum requirements for construction and
performance of the apparatus, to include associated equipment. Items not described in these specifications necessary
for construction, or performance, or noted in NFPA Standard 1901 (1996 edition) may be considered standard.
Regardless, the successful proposer shall be solely responsible for the design, construction, and performance of the
complete apparatus and equipment. The complete apparatus shall comply with all federal, state, ICC and DOT
regulations, standards, and laws relating to commercial vehicles as well as to fire apparatus.

3.0 REQUIREMENTS

3.1 The proposal price shall remain valid for a period of 120 days from the date of the proposal opening and prior to
issuing a purchase order.

3.2 All items listed in the specifications shall be considered mandatory except work and equipment listed at the end
as options. All proposers should price and perform all work, and furnish all equipment listed in both the
mandatory and optional sections. It is understood that York County, based upon the recommendation of the
Newport Fire District, may select or delete items listed as options as necessary when accepting the proposal.

3.3 Any exception, or variation in construction, performance test, or items of equipment between these
specifications and the bid shall be detailed and submitted on a separate sheet along with the proposal response. All
exceptions should cite the page and paragraph number, and the proposer shall explain, with full supporting data,
how the proposed deviation(s) meets or exceeds the specifications.

3.4 Failure to comply with this requirement could cause proposal disqualification. York County reserves the right to
determine which (if any) deviations are acceptable. The apparatus will be inspected be county officials before
delivery to verify compliance of the specifications.

3.5 All proposers shall submit a delivery time (the number of calendar days from the date the apparatus is ordered to
the date of delivery) with the proposal response.

3.6 The complete apparatus shall be delivered by the successful proposer, under its own power, to the York County
Prevention Department, also known as York County Fire Training Center, 2151 Ogden Road, Rock Hill, SC 29730.

3.7 Immediately prior to delivery, the apparatus shall be cleaned of all road dirt, over spray, dust, metal shavings,
and the like, to the satisfaction of the Newport Fire Department. Any performance programming or adjustments to
the apparatus engine and transmission required by the Newport Fire Department shall be performed prior to
delivery.

3.8 A complete set of contractor's specifications, with generic scale drawings showing the front, rear, left, right, and
top view of the proposed apparatus, shall be submitted with the proposal for the purpose of comparison.
3.9 The attached specifications shall, in all cases, govern the construction of the apparatus, unless county officials
approve a properly documented exception of deviations.

3.10 The manufacturer must be satisfactory to the Newport Fire Departments terms of experience, reliability, and
demonstrated ability to manufacture equipment, comparable as to size and type, as specified, for the past seven
years.

3.11 York County, based upon the recommendation of the Newport Fire Department, reserves the right to reject any
and all proposals received that do not comply with the proposal specifications, and accept the proposal that is
determined to be in the best interest of the department.

3.12 York County, based upon the recommendation of Newport Fire Department, reserves the right to remove any
items from received proposals and deduct that items value, cost of labor to install, and any other related fees from
the final apparatus cost.

3.13 All proposers should include in their proposal a pre-construction conference at the Newport Fire Department
and one inspection trip of four personnel to the factory for the purpose of a final inspection of the apparatus before
it is delivered.

3.14 The trip shall be a minimum of three-days; to include all commercial transportation, meals, and lodging; and
can be conducted on any day of the week.

3.15 If necessary, county officials reserve the right to visit the manufacturers facility at any time at no cost to the
successful vendor, to monitor the construction of the apparatus. Advanced notice of these visits will be made prior
to arrival.

3.16 Two sets of engineering blueprints drawn to scale specifically for this apparatus shall be provided with the
proposal. The fire department shall review and approve these drawings prior to actual construction of the apparatus.

3.16.1 Both left and right side views, a rear view, and a top view shall be provided. The blueprints shall also show
the overall dimensions, of the apparatus proposed, compartment sizes and features, and the location
