I.
EXECUTIVE SUMMARY
Illinois hospitals are required by law to submit to the Council a magnetically encoded copy of each
inpatient hospital bill. These bills are edited, aggregated and reported on in a variety of ways by the
Council. From the point of view of the consumer, researcher or business wanting access to detailed
analysis of the Council's Uniform Bill data, the Quarterly Reports remain the simplest and least
expensive comprehensive format in which these data are presented. While the Council publishes a
variety of consumer brochures and press releases, the Quarterly Reports give a broader view of the
most recent inpatient data, showing extensive charge and length of stay data on a hospital-specific
basis.
Until this point, the Quarterly Reports have been available in a 'hardcopy' or paper format providing
a Quarter to Quarter comparison of the newly released calendar quarter with the same quarter of
the prior year. The product is also available in a diskette version that presents the data from the four
most recent consecutive calendar quarters. In 1997, due to customer demand, the Council
introduced version 2.0 of the Quarterly Report on Diskette, available on 3.5-inch floppy disk media.
This diskette version represents a comparison of data in dBase
TM
formatted files and, like the
hardcopy report, contrasts the current quarter to the same quarter of the previous year. By putting
this data on diskette and providing user-friendly Windows®-based software, users will have in-depth
access to this vital information. This Windows®-based software, The Quarterly Report Assistant
is provided at no extra charge to purchasers of IHCCCC Quarterly Reports on Diskette. This
software will allow users to access and analyze the data without reliance on other software products
or extensive computer expertise. It will allow users to perform inquiries that show charges and
length of stay on such items as Diagnosis Related Group, Payer Category and Hospital.
The purpose of this manual is to provide users of IHCCCC Quarterly Reports on Diskette with
basic information on the installation and use of this data product and the accompanying software.
The first section is intended to provide the users with easy to understand step-by-step instructions
on how to properly install the IHCCCC Quarterly Reports on Diskette onto the hard drive of their
personal computers.
The middle section describes the use of The Quarterly Report Assistant. This section is divided into
three subsections, addressing the main uses of this software. The first use covered is on-line queries.
A description of how to perform such queries and an explanation of what types of queries are
possible to perform with this software are given. Figures depicting screen images are used to clearly
illustrate the capabilities. The second subsection provides users with step-by-step instructions on
how to print hardcopy reports using this software. The final subsection provides users with basic
instructions on how to export this data to a text file for use by other software applications.
Instructions on deleting the data product from a hard drive are given in the final section should you
no longer need to store it.

II.
INSTALLATION
A. Windows Installation
The IHCCCC Quarterly Reports on Diskette and The Quarterly Report Assistant can be installed
onto the hard drive of your personal computer using Windows® by following a few simple steps and
then responding to the on-screen prompts that appear. If you have not started Windows, you may
begin installation by switching to your installation drive, usually A, and typing setup at the command
prompt. Press <ENTER> and then continue with step 3 below. If you have already started
Windows, follow the steps outlined below:
STEP 1:
Pull the file menu up on your screen and choose "Run".
STEP 2:
At the prompt, type a:\setup and click ok (This assumes that the drive containing the
IHCCCC diskette is A. If not, substitute the correct letter for the drive above).
STEP 3:
From this point, on-screen prompts will appear for you to follow. If the default setting
is what you want, simply click on ok, if you wish to change the default setting that is shown, type
in the desired changes and then click on ok.
B. DOS Installation
If you do not have Windows® installed on your machine and you wish to install the IHCCCC
Quarterly Reports on Diskette onto the hard drive of your computer without installing The
Quarterly Report Assistant, which is Windows based software, you may order a DOS version
without the Assistant software by calling or writing:
