New Maryland Rates Effective February 1, 2006

Monthly rates for new and current Aetna Advantage Plan members in Maryland will change as
of February 1, 2006. We hope this Broker Alert will give you all the information you need to
answer any questions you have or that you may receive from your clients.

Every year, we carefully evaluate both medical cost history and current premium rates to
ensure we can consistently provide superior products and services to our customers. In the
past year, we have seen an increase in general medical costs, prescription drugs and new
medical technologies that have compelled us to increase our rates for all current and new
customers.

These changes apply to all members and are not based on their specific claims histories.

New Rates Effective for All New Members Effective February 1, 2006

These new rates are effective February 1, 2006 for all new members with effective
dates on or after that date.

Remember, all new members have a six-month rate guarantee (unless they enter a
new age band)!
Current Members Will Receive a Rate Increase After Six Months At Their Current
Rate

Current members will receive a rate increase in February 2006, with the following provisions:

The rate increase will apply to members with an effective date prior to September 1,
2005, honoring our six-month rate guarantee.

For members with effective dates on or after September 1, 2005, the rate increase
will take effect after they've been enrolled for six months.

A member's rate will increase when they age into a new age bracket, regardless of
their effective date.
Current Members Will Receive Notification 30 days in Advance

Members will receive this letter
30 days in advance of their rate increase, with no action
required on their part. Their monthly bill will be updated with the new rate. Your commission
will be processed based on the newly paid premium.
Buy-Down Options Are Available to Assist Clients

We are ready to help clients who are looking to manage their rate increase with alternate plan
options, without additional Underwriting.
