INTRODUCTION
1.
THE
CONTENTS OF THIS NOTICE
ARE TO SECURE COMPLIANCE
WITH THE HEALTH &
SAFETY
AT WORK ETC ACT 1974.
2.
This Notice is for the
attention
ofCommanding
Officers,
Chief Executives,
Heads
ofEstablishment, Property Managers, Defence Land Agents,
Establishment Works Consultants (EWCs), Works Services Managers (WSMs),
Authorising Engineers, Authorised Persons
and
Contractors involved in works
for MOD.
3.
This Notice is to be read by all persons involved
with
any works associated
with
the equipment that is the subject ofthis Notice.
4.
The
Property
Manager
or the appropriate MOD Officer
shall ensure that all
works
are managed
in accordance
with
JSP
375 MOD Health and Safety
Handbook.
5.
No
work
involving
expenditure on
an MOD account is to be carried out without
authority from the Property Manager or the appropriate MOD officer for that
location or facility.
6.
Any
work required as a result of this Safety Notice must be
carried
out in
accordance with MOD Safety Rules and Procedures, as applicable.
7.
Defects
are
to be immediately reported to the Property Manager or appropriate
MOD Officer, who must ensure that appropriate operating restrictions on the
equipment that is the subject of this Notice
are
applied.
8.
For MOD Establishments occupied by United States Visiting Forces (USVF),
the responsibilities of Property Manager, EWC and WSM
are
jointly held by the
USVF and DE(USF). At base level, this jointly managed organisation is to take
appropriate action to implement the contents ofthis Notice. Where this Safety
Notice contains procedures which differ significantly from USVF practice, a
DE(USF) Code
of Practice section will be issued.

REQUIREMENT
9.
ACTION ADDRESSEES ARE TO ENSURE THAT THIS INFORMATION IS
PASSED TO THEIR PROPERTY MANAGERS OR OTHER RESPONSIBLE
OFFICERS WITHOUT DELAY.
10. A risk arises from groundwork, vehicular and similar traffic that impose ground
loads near iron gas mains that can cause these pipes to fracture with the result of
an uncontrolled release ofgas.
11. The Property Manager or the appropriate MOD Officer shall ensure that all
excavations for whatever reason are managed in accordance with JSP 375 MoD
Health and Safety Handbook at leaflet 33 Annex B Safety in Excavation Permit
to Dig. Also, to involve the WSM in the carrying out of all actions as necessary
in accordance with:
MOD Safety Rules and Procedures 05 for work on gas systems.
12. This is particularly relevant when carrying out other works that do not directly
involve the WSM, and possibly when providing details ofcertain Gas networks
and statements regarding risk assessments as instructed by HSE.
13. Health and Safety Alert notices 02/01 and 02/04 require in the first instance the
replacement of all iron pipes within 30 Metres of buildings. Property Manager
or the appropriate MOD Officer shall ensure that plans are made for the early
replacement ofthe remainder of the iron pipes.
