Long Term Development Statement

For the years 2007 to 2012


This Statement, published in November 2007, is produced by Central Networks West plc
[Central Networks West] pursuant to Condition 25 of the Electricity Distribution Licence
granted to the Company.

Future loads contained in this Statement are based on previous years weather corrected
data at the time of system peak demand and modified by the Companys expectation of the
changes in demand and generation and by information given by its customers and other
users of the distribution network. Accordingly, this Statement reflects the views of the
Company and should not be taken as an indicator of the activities or prospects of individual
companies or customers.

Although all reasonable efforts have been taken to ensure the accuracy of information
provided in this Statement, the Company does not accept any liability (for the avoidance of
doubt this shall mean to include any liability under the law of contract, tort, or by reason of
breach of statutory duty, or otherwise, and this shall also mean the Company not accepting

Long Term Development Statement


Foreword


Condition 25 of the Electricity Distribution Licence held by Central Networks West plc
requires the Company, when directed by the Office of Gas and Electricity Markets Authority
(the Authority), to prepare and maintain a statement, known as the Long Term Development
Statement.

The Authority initially gave the direction on 22
nd
August 2002 and the first full issue of
Central Networks Wests Long Term Development Statement was published in November
2002. This issue is the fifth annual update of the Long Term Development Statement
published in November 2002.

The Long Term Development Statement places data about the Companys distribution
systems into the public domain to assist those who are considering the opportunities to use
these systems.

Central Networks West plc is a Distribution Network Operator (DNO) and has a distribution
business that owns and operates distribution system assets. It provides the electrical
network that distributes electrical energy to customers. Historically, the flow of power has
been from the transmission system, through the distribution system to the customer. With
increasing levels of distributed generation these flows could become bi-directional,
significantly changing the nature and function of the distribution system.

Owning and operating an electricity distribution system is effectively a monopoly business
activity and regulated accordingly. The Company is required to develop and maintain a safe,
efficient, co-ordinated and economical electricity distribution system and is responsible for:

modifying and extending the network so that new customers and additional loads or
generation can be connected
maintaining the network at safe and satisfactory conditions
repairing faults and operating the network to minimise the effects of supply
interruptions
reinforcing the network for changes in power flow
ensuring that its design philosophy, standards and practices are consistent with its
statutory and licence obligations.
