e Economic Development Corporation activities with other outside agencies and organizations; and to
provide highly responsible and complex administrative support to the Economic Development Corporation
Board.
SUPERVISION EXERCISED AND RECEIVED
Receives policy direction from the Economic Development Corporation Board.
Exercises direct supervision over subordinate staff
EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES - Responsibilities and duties may
include, but are not limited to, the following:
Develop, plan and implement goals and objectives for the Economic Development Corporation; recommend
and administer policies and procedures;
Develop and direct client relations including the initiation of marketing materials, implementation of Marketing
Plan and the establishment of follow-up on client intake and tracking.
Establish the Economic Development Corporation as an organization of leadership among the various other
economic development and business advocacy agencies/organizations in San Benito County by designing,
implementing and managing a program to foster cooperation among formerly competing efforts
Design, implement and manage an overall economic development plan focusing on the attraction of new
business and industry and the retention/expansion of local firms.
Mobilize the Economic Development Corporation around specific initiatives needed to provide and maintain an
competitive business and operating environment.
Provide leadership and hands-on management of fund raising and membership recruitment/retention efforts so
as to meet current and future financial resource needs.
Oversee the development of the annual EDC budget in accordance with EDC Board directives; monitor
monthly expenditures and report significant variances to the EDC Board; develop alternate revenue sources for
EDC activities;
Develop and maintain authorized resources to provide information for site evaluation, project evaluation and
development;
Prepare independent analysis of properties, fees and charges, benefits and incentives and other definable
variables related to competitive sites to provide direct understanding of alternative sites;
Participate on a variety of boards and commissions; attend and participate in professional group meetings; stay
abreast of new trends and innovations in the field of public administration.
Maintain a data base of available properties and buildings to assist in the location and relocation of business and
industry.
Perform related duties and responsibilities as required.

Knowledge of:
Organization and management practices as applied to the analysis and evaluation of Economic
Development programs, policies and operational needs.
Modern and complex principles and practices of Economic Development program development and
administration.
Real estate, real estate finance, marketing, public land use policy and regulation
Advanced principles and practices of budget preparation and administration.
Current social, political and economic trends and operating problems of Economic Development.
Economic development programs and services.
Modern methods of procurement, contract negotiation and administration.
Principles of supervision, training and performance evaluation.
Pertinent Federal, State, and local laws, codes and regulations.
Ability to:
Plan, organize, direct and coordinate the work of paid and volunteer staff; delegate authority and
responsibility.
Analyze problems, identify alternative solutions, project consequences of proposed actions and
implement recommendations in support of goals.

Experience and Training Guidelines
Any combination equivalent to experience and training that would provide the required knowledge,
skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities
would be:
Education and Experience
A bachelors degree in economics, public administration advertising or other related field. Management
level experience in a related field such as real estate, marketing, planning or urban development may be
substituted. Minimum of 5 years progressively responsible experience in economic development,
chamber of commerce, business council or related field desired.
