Kansas Childrens Cabinet and Trust Fund Mission:

Putting Kansas children first by funding initiatives that work.

Kansas Childrens Cabinet and Trust Fund Early Childhood Vision:

To enhance the lives of Kansas children by providing comprehensive, integrated,
community-based initiatives that support safe and healthy children and families.

Childrens Initiative Fund (CIF):

The Early Childhood Block Grant program is funded through the CIF. The Childrens
Cabinet is committed to ensuring that programs funded through CIF use science based
evidence, are evaluated and outcomes driven.

I.

Background Information

a.

The Childrens Initiative Fund, The Kansas Childrens Cabinet and Trust
Fund and The Early Childhood Block Grant (ECBG)

The 1999 Legislature enacted legislation directing how tobacco settlement payments and
other tobacco revenues will be used in Kansas. KSA 38-2101 established the Kansas
Endowment for Youth (KEY) Fund, into which tobacco payments will be credited. The
KEY Fund is managed by the Kansas Public Employees Retirement System (KPERS)
Board of Trustees. The statute authorizes transfers to be made from the KEY Fund to the
Childrens Initiatives Fund (CIF), also created by the legislation, from which
expenditures will be made for the purpose of providing additional funding for programs,
projects, improvements, services and other purposes directly or indirectly beneficial to
the physical and mental health, welfare, safety and overall well-being of children in
Kansas. In making appropriations from the Fund, the legislation is directed to
emphasize programs and services that are data-driven and outcomes-based. The
legislation also created the Kansas Childrens Cabinet and Trust Fund (KCCTF) and
charged it with making recommendations to the Governor and Legislature regarding how
money from the Fund will be spent
.
For administrative purposes, the KCCTF is housed
within the Kansas Department of Social and Rehabilitation Services.

The Early Childhood Block Grant was proposed by Governor Kathleen Sebelius and
approved by the 2008 Kansas Legislature. This funding coincides with the long standing
focus of the Childrens Cabinet to use CIF funds for effective, research based early
childhood programs.
