ESTATES. THE PROPERTY IS LOCATED NORTH OF HIGHWAY 169, EAST

Mr. Noble presented. Mr. Noble offered that Shakopee Development, LLC, has
submitted an application for preliminary plat approval of property located north of
Highway 169, south of Vierling Drive, and east of Calvary Church. It was noted
that the plat, as currently proposed, contemplates the creation of 13 multi-family
residential structures, totaling 43 units, on approximately 8.4 acres of land. It was
offered that the property in question received conditional use permit (CUP)
approval on August 18, 2005, and included 35 conditions of approval. It was
noted that one of the conditions of approval was that the applicant submit a minor
subdivision application, but was informed by Scott County that a preliminary and
final plat would be required. It was added that the submitted plat application
identifies lots that will have two (2) accesses off Vierling Drive, one being
directly across from Jasper Road, with the interior drive designed to be 28 feet
wide. It was offered that the structures would consist of two, three and four unit
buildings, comprised of two story and rambler type structures, and front loading
garages. It was noted that the building materials proposed include brick, wood,
vinyl and hardi-plank siding. Mr. Noble offered that the Commission discussed at
their May 18
th
meeting whether additional parking spaces shall be provided, with
the applicant stating that they will attempt to provide additional spaces where they
can on the street and in the cul-de-sac. Mr. Noble noted that this item was
continued from the Commissions last meeting to allow the applicant to attempt to
provide additional parking as well as allow staff to further review the design and
2
performance standards. He added that staff has reviewed the design and
performance standards, there have also been a number of entities that have
provided comments that have been incorporated into the draft resolution
conditions. Mr. Noble presented a site plan to the Commission regarding the off-
street parking spaces. He noted that the applicant is proposing a total of 18
additional parking spaces. Mr. Noble stated that if this plat is approved, staff is
