Please bid DELIVERED PRICES on the following Goods or Services. No bid is contingent on the purchase of
all items listed. The right is reserved to reject any and all bids or parts thereof. Prices and terms shall remain
in effect until completion of the project.
The Board of Larimer County Commissioners will be receiving sealed bids at the office of the Purchasing
Director, 2555 Midpoint Drive, Suite B, Fort Collins, Colorado, up to 2:00 P.M. (our clock), Monday, June 9,
2008 at which time they will be opened to consider the purchase and installation of one prefabricated wood
camper style cabin for the Larimer County Natural Resources Department.
Each bid MUST be accompanied by a bid bond, cashiers check or certified check payable to Larimer County
in the amount of not less than 5% of the total amount proposed. The successful proposer will be required to
furnish a Performance and Payment Bond in the amount of 100% of the contract price with a corporate surety
approved by the COUNTY and licensed to do business in the State of Colorado, said bonds to be released at
the sole direction of the COUNTY.
A pre-bid meeting to familiarize prospective proposers with the project, tour the area (see septic tank, pad
and water line areas) and respond to questions will be held at 11:30 A.M. Thursday, May 29, 2008. Although
the pre-bid meeting is not mandatory, it is strongly suggested all interested bidders attend. Only one pre-bid
meeting will be held. A soils test will be provided at the Pre-bid meeting. It will not be available in electronic
format.
Prospective proposers will meet at the Larimer County Parks and Open Lands Visitor Center lobby, located at
the Larimer County Carter Lake offices, 1800 South County Road 31, Loveland, CO., to sign in with the
Larimer County Purchasing Department representative. Proposers will drive their own vehicles to the site.
Directions to the Visitor Center are as follows: from Loveland, Colorado, proceed West on Highway 34
approximately five (5) miles. Turn left (South) on County Road 29 (also labeled as North Carter Lake Road),
proceed two (2) miles South to County Road 18E, turn right (West) on 18E two (2) miles to South County Road
31. You will see the Carter Lake offices on your immediate left. Park next to the building. Prospective
proposers can contact the Larimer County Parks and Open Lands department at 970-679-4570, or go to

GENERAL INSTRUCTIONS:
Bidder shall not stipulate in his bid any conditions not contained in the specifications, unless specifically
requested in the special instructions. Any bids that fail to comply with the literal letter of these instructions and
the specifications may be rejected forthwith.
Bids shall be typewritten or written in ink on the form prepared by the County. The person signing the bid shall
initial all corrections or erasures made on your bid.
Any charges for freight, delivery, containers, packaging, etc., will be included in the bid price.
In submitting the bid, the vendor agrees that acceptance of any or all bids by the County within a reasonable
time period constitutes a contract. No delivery shall become due or be accepted until a purchase order has
been issued by the Purchasing Director of Larimer County.
It is understood that the Board of Larimer County Commissioners reserves the right to reject any and/or all bids
and to waive informalities in bids, and to accept the bid that, in the opinion of the Board, is to the best interest
of Larimer County. The total cost of bid preparation and submission shall be borne by the bidder.
If, in the sole judgment of the Board of Larimer County Commissioners, the bids or proposals are substantially
equal, the Board may grant the contract to companies located in Larimer County.
As of August 7, 2006, state and local government agencies are prohibited from purchasing services from any
contractor that knowingly employs illegal immigrants to help carry out publicly funded work per the provisions
of C.R.S. 8-17.5-101. Contractors must certify that they are using, or that they are trying to participate in the
Basic Pilot Employment Verification Program. If it is discovered that a contractor awarded a contract employs
illegal immigrants or subcontracts with illegal immigrants, Larimer County can terminate the contract and the
contractor may be held liable for damages.
All information submitted in response to this bid is public after the bid opening. The bidder should not include
as a part of the response to the invitation to bid any information which the bidder believes to be a trade secret
or other privileged or confidential data. If the bidder wishes to include such material with a bid, then the
material should be supplied under separate cover and identified as confidential. Statements that the entire bid
is confidential will not be honored. Larimer County will endeavor to keep that information confidential, separate
and apart from the bid subject to the provisions of the Colorado Open Records Act or order of court.
No work shall commence nor shall any invoices be paid until the contractor has provided adequate proof of
insurance for the risks and in the amounts as specified in the Insurance Requirements for Contractors and
until such proof is accepted by the Larimer County Department of Risk Management. If you want to challenge
the insurance requirements, you must contact Ms. Connie Ellis, Property/Casualty Claims Adjustor, at (970)
498-5963 at least one week before the bid opening date.
Payment for work performed or goods sold to Larimer County can be expected within 30 days after receipt of
the invoice and satisfactory acceptance from the department receiving the service or goods. Any discount
allowed by the vendor for prompt payment, etc., must be reflected in the bid figure, and not entered as
separate pricing on the bid.
No telephone, e-mail, or facsimile bids will be accepted.
Bids must be clearly identified on the front of the envelope by bid number and title. Responsibility for timely
submittal and routing of bids, prior to opening, lies solely with the bidder. Bids received after the opening time
specified will not be considered.
Minority Business Enterprises will be afforded full opportunity to submit bids in response to this invitation and
will not be discriminated against on grounds of race, color or national origin.
Bids must be furnished exclusive of any Federal, State or Local taxes.
INTENT:
The Larimer County Department of Natural Resources wants to hire a company to provide and install one (1)
fully serviceable wood prefabricated camper-style cabin at the Carter Lake Marina located at 4011 South
County Road 31, Loveland, Colorado 80537. The cabin will be used as a residence by the Carter Lake Marina
concessionaire.
AGREEMENT:
A Purchase Order issued by the Larimer County Purchasing Department will serve as the agreement between
the successful vendor and the Larimer County Natural Resources Department.
SPECIFICATIONS ARE AS FOLLOWS:
Work covered in this project shall consist of furnishing all labor, equipment, supplies and materials, unless
otherwise specified, performing all operations necessary for the installation of a complete ready to use camper-
style cabin, including electrical wiring and plumbing. The electrical wiring should include all switches, ceiling
lights, outdoor coach lights at the doors, Ground Fault Interrupt (GFI) receptacles in interior and exterior,
smoke detector in bedroom, and an electrical hook-up for heater/cooling units.
Supplier shall include in the cost of the building all costs associated with construction of the foundation system
and will be responsible for the construction of this foundation system.
Supplier shall be responsible for all costs associated with a geotechnical investigation if one is required for the
construction and installation of the building and foundation system.
Larimer County will have the building site ready (provide flat pad) for the successful contractor prior to
installation of the cabin at the campground site. No skirting is necessary.
Larimer County follows the 2006 International Residential Code. The contractor must comply with Federal,
State and Local laws, statutes, codes, regulations and ordinances relative to the execution of all work. See

rough in sewer and water for the cabins.
