ARTICLE I
Roads, Streets and Sidewalks
Sec. 17-1-10. Road closures.
It is the purpose of this Article to regulate the partial or complete closure of County roads for the purpose of
conducting athletic or special events thereon, or for the purpose of ensuring the safe and efficient movement of
traffic to and from or around an athletic event or special event which is in such proximity to a County road that
the event or any traffic attendant thereto will have a significant effect on the traffic flow on County roads.
Sec. 17-1-20. Definition.
The term close or closure, as used in this Article, shall be deemed to include the partial closure of any lane or
other portion of a County road or the restriction or regulation of traffic on the County road by the Sheriff.
Sec. 17-1-30. Closure of a County road by Sheriff.
The Sheriff has the authority to close a County road or a portion thereof for the purposes as set forth in Section
17-1-10 above. A closure by the Sheriff may be authorized only if:
A. Written application therefor is submitted to the Sheriff and approved by him or her. Said application
must contain such information as the Sheriff deems necessary and must be submitted to the Sheriff at least
thirty (30) calendar days prior to any contemplated athletic or special event which will utilize County roads.
The form of said application will be substantially similar to the form available at the Sheriff's office.
B. The applicant pays to the Sheriff, at the time he or she submits the application, an amount estimated by
the Sheriff to be the actual cost of the Sheriff's office for processing the application, and the applicant agrees to
pay in accordance with Section 17-1-40 A below the actual cost of the Sheriff's office in providing any
services for conducting the closure. Such costs shall include any regular or overtime salaries, equipment and
fuel.
C. The applicant agrees to pay for and provide evidence of liability coverage as determined by the Sheriff,
to protect the County, by and through the Board of County Commissioners, the Sheriff and their employees
from any liability for any injuries or damages which may arise out of the closure or the Sheriff's assistance in
ensuring the safe conduct of the closure. Nothing in this Subsection C shall be construed as a waiver by the
County, by and through the Board of County Commissioners or by the Sheriff of the immunity provided by the
Colorado Governmental Immunity Act, as amended, pursuant to Section 24-10-104, C.R.S., nor shall it be
deemed to create a cause of action.
D. The closure is implemented in a manner that will cause the least inconvenience to the driving public
consistent with the requirements of the athletic or special event.
E. An application submitted pursuant to Subsection A above may be disapproved for reasons including,
but not limited to, the following:
1. The event will create an unreasonable hazard to the participants or other highway users or will create
an unreasonable inconvenience to motorists.
2. The Sheriff's office does not have sufficient resources to manage the necessary closures and traffic
control.
3. The application contains insufficient information to allow proper analysis of the event.
4. Failure to submit the application thirty (30) calendar days prior to the event.

F. False or misleading information on the application or any attachment thereto will be grounds for
revocation or denial of a permit.
Sec. 17-1-40. Fees and insurance.
If the closure application is approved by the Sheriff, the applicant shall:
A. Pay to the Sheriff prior to the closure the amounts the Sheriff estimates to be the costs of the Sheriff's
office in conducting the closure. Said costs may include, but are not limited to, the following:
1. Equipment time, personnel time and fuel used by the Sheriff's office deputies in conducting the
closure.
2. Use of signs, barricades and/or other traffic control devices.
3. Any other costs associated with the closure.
B. Provide the Sheriff with evidence of the acquisition of the insurance provided for in Subsection 17-1-
30 C.
Sec. 17-1-50. Violation; penalty.
Any person who conducts an athletic or special event on a County road when a permit for said event has not
been issued by the Sheriff, or any person conducting said event who violates the terms of a permit which has been
issued for an athletic or special event by the Sheriff, shall be fined not more than three hundred dollars ($300.00)
for each such violation or by imprisonment in the County jail for not more than ninety (90) days, or by both such
fine and imprisonment.
ARTICLE II
Public Parks
Sec. 17-2-10. Application, jurisdiction, procedure.
This Article shall apply to and be enforceable within all parks owned and operated by the County, by and
through the Board of County Commissioners. It shall be the duty of the Sheriff to enforce the regulations
contained herein. The County Court shall have jurisdiction in prosecutions of violations of the regulations
contained herein. Simplified County Court Procedures as set forth in Section 16-2-101, et seq., C.R.S., shall be
applicable to prosecutions of violations of the regulations contained herein. Any summons and complaint brought
in the County Court for violation of any of the regulations contained herein shall be filed in the name of the
County of Weld, by and on behalf of the People of the State of Colorado, with all process issued from the County
Court likewise denominated. The County Attorney shall be empowered to enforce the regulations contained
herein and to appear and prosecute for the County of Weld by and in the name of the People of the State of
Colorado, in any proceeding in the County Court involving a violation of the regulations contained herein. (Weld

Sec. 17-2-20. Definitions.
Unless specifically stated otherwise, the following words have the following definitions in this Article:
Designated areas means those portions of the park facilities which have been designated for a specific
purpose as set forth in posted signs.
Litter means all rubbish, waste material, refuse, garbage, trash, debris or other foreign substances, solid or
liquid, of every form, size, kind and description.

Overnight camping means the temporary use of the park facility for the purpose of overnight occupancy
without a permanently fixed structure.
Park facilities means the entire real property located within the boundaries of the designated park owned
and operated by the County, including all improvements located thereon.
Public property means all property, real and/or personal, which is zoned, controlled or in the possession of
the County.
