TELLER COUNTY SEWAGE DISPOSAL REGULATIONS

Adopted in conformance with Colorado Department of Health Guidelines and the provisions of Chapter 25, Article 10, Colorado Revised
Statutes. Third Revision. Effective Date forty-five days after adoption by resolution of the Teller County Board of Health.

SECTION I. TITLE, PURPOSE, POLICY, AND SCOPE.

1.1 Title. These regulations shall be known as the Teller County Sewage Disposal Regulations.

1.2 Purpose. The Teller County Board of Health, hereinafter referred to as the Board of Health,
declares the purpose of these regulations is to protect the public health and to preserve the integrity of
the environment, especially as it relates to the quality of our drinking water, through the regulation of
sewage wastes from dwellings, businesses, industries, institutions, and public buildings. It is declared
to be in the public interest to establish public health policies, standards, rules and regulations for
sewage waste disposal and individual sewage disposal systems, hereinafter referred to as ISDS, in
Teller County, Colorado, and to provide the authority for the administration and enforcement of such
policies, standards, rules, and regulations.

1.3 Policy.


A.
The Board of Health declares that the interests of public health are best served by:

1.
The disposal of sewage wastes through connection with municipal or
special district sewage treatment works; therefore, permits for ISDS
installations shall be limited to areas within Teller County where such
connection is not physically available.

2.
Requiring that individual sewage disposal system components, equipment and
installation practice meet or exceed the latest in proven sewage treatment
technology.

B.
These regulations shall be applicable throughout Teller County and shall be enforced
by the Teller County Environmental Health Officer, hereinafter referred to as
Environmental Health Officer, or his/her designated representative acting for the Board
of Health.

C.
These regulations, as authorized and required by Article 10 Title 25, C.R.S., establish
policy regarding the proper disposal of sewage wastes, provide guidance, and
establish minimum standards regarding permitting, location, construction, installation,
alteration, use, and performance of ISDSs within Teller County and specify rules and
regulations concerning the application for and issuance of permits, the inspection,
testing, and operation of installed systems, the issuance of cease and desist orders,
the transportation and final disposal of septage materials, and the licensing of ISDS
Contractors and ISDS Cleaners within Teller County.


D.
Where the design flow for an individual sewage disposal system reaches or exceeds
3000 gallons per day or where the average daily flow meets or exceeds 2000 gallons
per day, site and system approval by the Colorado Department of Public Health and
Environment is required prior issuance of a permit by the Board of Health or the
Environmental Health Officer. These regulations then govern all other aspects of
permits for installation, construction, and performance.


E.
A discharge permit from the Colorado Department of Public Health and Environment is
required for systems proposing to discharge sewage effluent into surface waters of the
State of Colorado.

1.4 Scope. Within Teller County these policies and regulations cover methods of disposal of sewage
from dwellings, businesses, industries, institutions, and public buildings, the application for and
issuance of ISDS permits, the inspection, testing, and supervision of installed ISDSs, the issuance of
cease and desist orders, the maintenance and cleaning of ISDSs, and the disposal of waste material
as applied to sewage waste disposal and ISDS's or other sewage disposal systems, of any size or
flow, that are not part of or connected to municipal or sanitation district sewage treatment works.
