Jindal Power Limited (JPL) invites sealed bids from eligible bidders for Installation,
Testing and Commissioning of Electrical Equipment, Lighting, Cabling, Earthing &
Lightning Protection Systems Including Supply of Miscellaneous Electrical
Equipment, Lighting Fittings & Accessories, Cable Trays/Racks, G.I. Pipes, Earthing
& Lightning Protection System Materials Package required for (4 x 250 MW)
Raigarh Thermal Power Project situated at Tamnar, District Raigarh, State of
Chhattisgarh, India, as per the scope of work mentioned herein after.
2.0 Scope of Work:
The brief Scope of Work is as under:
A)
Receiving & unloading, proper stacking, storing, transporting/shifting from
stores to erection site, pre-assembly, erection, testing & commissioning and
putting into successful commercial operation of all indoor & outdoor electrical
equipment viz. approx. 30 nos. E.H.V./H.V. Power/Distribution Transformers,
60 nos. LT Resin Cast Distribution Transformers, 350 nos. 6.6 KV HT
Switchgear Panels, 1200 nos. LT Switchgear PCC/PMCC/ MCC/DB Vertical
Panels, 6 set of 1500 AH & 10 set of 125 AH capacity Battery Bank &
Charger Panels, around 125 KM of HT XLPE Insulated Cables, around 2500
KM of LT XLPE Insulated Power/PVC Insulated Control Cables, HT/LT
Motors, HT/LT Busducts, Neutral Grounding Resistors, Control Desks/Panels,
etc. and
B)
Design, Engineering, Manufacture, Assembly, Testing at Manufactures works,
Packing & Forwarding, Supply & Delivery including Transportation &
Transit insurance and Receiving & unloading, proper stacking, storing,
transporting/shifting from stores to erection site, pre-assembly, erection,
testing & commissioning of Station Lighting System including Light Fittings
and Lighting Distribution Boards, Lighting Panels & Feeder Pillar Boxes, G.I.
Cable Trays/Racks, Cabling Accessories viz. Cable Glands, Lugs, Trefoil
Clamps, Earthing & Lightning Protection System and consumables.
C)
Drawings Preparation, Drawings Submission and Drawings Approval from the
Chief Electrical Inspector, Govt. of Chhattisgarh, Raipur and obtaining Charging
Permission for all the equipments. Page 2 of 3
3.0 Qualifying requirement, benefits / exemptions to supplies for this package as per
provisions of Government of India Notifications for Mega Power Project, Cost of
bidding documents and requirements regarding Bid security etc are elaborated
below:

Cost of Bidding Documents
Rs. 10,000/- (Rs. Ten Thousand only) per
set for Indian Bidders and US $ 300 (US
Dollar Three hundred Fifty only) per set
for Foreign Bidders.

All bids must be accompanied by Bid Security for an amount equivalent to Indian
Rs. 10,00,000/- (Rupees Ten Lakh only), either in bid currency or in US Dollars in the
form of Bank Guarantee as per the Performa of Bid Guarantee attached in Section-I,
Conditions of Contract of Bid Documents. If the Bid Price is quoted in more than
one currency, the Bid Security shall be in US Dollars. Bids not accompanied by the
requisite Bid Security in a separate sealed envelope or bids accompanied by Bid
Security of inadequate value shall not be entertained and in such cases, bids shall be
returned to the Bidders without being opened.
6.0
Benefits/Exemptions to Suppliers for Mega Power Projects
Ministry of Power (Govt. of India) has certified in principle that 1000 MW (4 x 250
MW) Raigarh Thermal Power Project fulfils the laid down criteria for Mega Power
Project. Accordingly, supplies of goods for this package will be eligible for benefits /
exemptions as per provisions of relevant notifications of the Govt. of India.
7.0
Qualifying Requirement for Bidders
In addition to the requirement stipulated under section Instruction to Bidders (ITB)
of Bidding Documents the bidder should also meet the qualifying requirement
stipulated hereunder: Page 3 of 3
1)
The Bidder must be an established contractor for installation of electrical
equipment and systems and must have executed installation, erection, testing
and commissioning job of similar electrical installations in not less than three
projects of order value not less than INR 12 Crore each as on date of bid
opening.
AND
2)
The average turnover of the Bidder shall not be less than INR 175 Crore per
annum during preceding three (3) complete financial years (2002-03, 2003-04,
and 2004-05) as on date of bid opening.
8.0
JPL reserves the right to reject any or all bids or cancel / withdraw the Invitation for
Bids (IFB) without assigning any reason whatsoever and in such case no Bidder /
intending Bidder shall have any claim arising out of such action.
9.0 A complete set of Bidding Documents may be purchased by any interested Bidder on
submission of written application and payment (non-refundable) of the cost of the
documents as mentioned at clause 4 above in the form of a Crossed Account Payee
Demand Draft in favour of Jindal Power Limited payable at New Delhi. Issuance of
Bidding Documents to any Bidder shall not construe that such Bidder is considered
to be qualified. Bids shall be submitted and opened at the address given in clause 4.0
above in the presence of Bidders representative who choose to attend.
