OFFICE MEMORANDUM

SUBJECT: Exemption of Custom Duty on the import of equipments by sportspersons of
outstanding eminence-definition of eminent sports persons-regarding.


In partial modification of Ministry of Youth Affairs & Sports Office Order No.52-
19/99-SP.III dated 11.05.2001 on the above mentioned subject, the matter has been
reconsidered in the Ministry and it has been decided that all the shooters who have
participated in the National Shooting Championship, whether through Qualifying
Tournament or from Wild Card Entry, will be treated as Renowned Shooter provided
they attain Minimum Qualifying Score.

Directorate General of Foreign trade, Department of Revenue and Ministry of
Home Affairs etc. may accordingly, modify their notifications concerning import of arms
and ammunition by Renowned Shooters and provision of Custom Duty Exemption
thereon etc.


This issues with the approval of Honble Minister of Youth Affairs & Sports.

In super session of this Departments Office Order of even number dated 27
th
April,
1992 on the above subject, the matter has been further considered in this Department and it has been
decided that the following categories of sportsperson would only be treated as sportspersons of
outstanding eminence for the purpose of import of equipment free of custom-duty in terms of
Notification No. 255/89 Customs dated 25
th
January, 1989 of the Ministry of finance, Department of
Revenue, as well as import of sports goods/equipments without import license in terms o Ministry of
Commerce Public Notice No. 115 (PN)/92 ex dated 31
st
March, 1993:
(1)

Medal Winners in International Sports events which are recognized by corresponding
international sports bodies;
(2)

Arjuna Awardees;
(3)

Sportspersons who have achieved upto 4
th
position in individual events or upto 4
th
position on in Team events in the open National Championship/National Games; and
(4)

In case of Junior players, the sportspersons must have achieved upto 8
th
position in
individual events or upto 4
th
position in Team events in the National Championship (open for the
junior).

In partial modification of Ministry of Human Resource Development, Department of
Youth Affairs & Sports Office Order No. 1-9/92-SP-IV dated 13
th
July, 1993, on the above
mentioned subject, the matter has been reconsidered in the Ministry & it has been decided that in
case of shooting, the shooters of outstanding eminence/renowned shot will be those attaining rank
among first 25
th
Shooters in the National Championships of the respective category i.e. Senior,
Junior and Sub-Junior, held immediately before the importation of arms and ammunitions. The
criteria for sportspersons of outstanding eminence in respect of other disciplines mentioned in the
Office Order referred to above, will remain unchanged.
DGFT, Department of Revenue and Ministry of Home Affairs etc. may, accordingly,
modify their notifications concerning import of arms and ammunitions by Renowned Shooters and
customs duty exemption thereon etc.
This issues with the approval of Honble Minister of youth Affairs and Sports.
