s we bid adieu to 2004, I anticipate 2005 with a great deal of
excitement and and look forward to change, which to some raises
concern and for others is embraced with passion. Having been a history major
several years ago at the University of Colorado,
I am reminded that we study history so we can
better understand and make reasoned decisions
for our future. My father and mother paid a
great deal of money for that history lesson. I
thank you Mom and Dad for being supportive
of my adventures and educational opportunities.
Which brings me to 2005 and our great
community of change and opportunity. In
November of 2004, our citizens voted over-
whelming for two measures that will impact
our community significantly. The first measure was Initiative 200, which
addresses our Home Rule Charter and makes certain changes to our Charter. I
would be remiss if I did not point out that this initiative was an instance of
democracy as our forefathers envisioned. The petitioners should be com-
mended for their efforts and it is imperative for the City of Louisville to not
only adhere to the entire Charter, but to lead by example.
We can and should utilize the amendments to the Charter as a springboard
for our citizens and their increased involvement in our City government. I
have requested and cajoled with our citizens to become more involved and
opportunities abound if you are interested.
Where? you ask. The comprehensive plan is scheduled to be completed
and presented for adoption to the City Council by April 1, 2005. We have
spent countless hours hosting public meetings and our consultants and staff
have worked tirelessly to embody the sense of Louisville. We still need your
input and ESPECIALLY NOW.
The other measure that was overwhelming approved by the voters in
November 2004, was FasTracks, which applies to the entire Denver Metro-
politan area. We look forward to a rail station in Downtown Louisville, which
is envisioned as being located near South Street where it intersects with the
railroad. How long will it take before this piece of FasTracks is operational?
Perhaps as early as 2012, but we are in hopes that it could be earlier. We will
have definite alterations to our landscape, as we know it. We will continue
to listen to our citizens and keep them informed, but change is imminent.
To each of you, I thank you again for allowing me to represent the City of
Louisville. Your City Council is dedicated to serving you and making informed
decisions. We have a wonderful staff serving our citizens and that facilitates
our duties as elected officials enormously. Lets embrace our challenges and go
forward with great vigor!!

approving the 2005 City Budget.
Approved Resolution No. 52, Series 2004 - approving an affordable
housing agreement for Centennial Pavilion Lofts.
Approved a contract with the Boulder Valley Humane Society for
2005 Services.
Approved an Agreement with the Boulder Valley School District for
improvements to the Monarch High School Tennis Courts.
Approved Resolution No. 56, Series 2004 - establishing new water
and sewer rates.
Approved Resolution No. 58, Series 2004 - altering the development
plan for Colony Square to allow RTD improvements on the site.
Approved a contract with SEH, Inc. for design and engineering
services for Dillon Road.

South 96

Street/State Highway 42 By-Pass Project is now over
75% complete. The bridges over Coal Creek and the Burlington
Northern Santa Fe Railroad are nearly finished with
the exception of railing installation and paving. In
addition, most of the roadway work is also nearing
completion with the exception of the final top layer
of pavement.
The road is scheduled to be completed and open in
the spring of this year. In addition, the Coal Creek Trail is expected to be
reopened later this winter.

he construction of the new
Community Park, located at
Bella Vista Drive and Roosevelt
Avenue, is on schedule. The site will be
turned over to the general contractor in
mid-February and construction should
be complete by the fall. The theme for
the park is a crossroads of nature,
history, and community which blends
together Louisvilles rich small town
culture and heritage. It is sure to be a
park that Louisville residents can take
pride in and enjoy for generations to
come!
The park construction project
includes a new connection for the Coal
Creek Trail south of the new Bella
Vista Street Connector. After construc-
tion dust settles, and the turf areas
become established, the park will be
ready for public use.

n 2003, the site that is to be the
new community park was
designated as an interim dog off-leash
area until construc-
tion on the commu-
nity park begins. In
February, the site will
be turned over to the
general contractor
for the park project
and it will be closed
to all public access
during construction.
The dog off-leash area at the
Davidson Mesa Open Space is an
alternative location where you may let
your dog run off-leash. Please re
