Executive Summary
PPM Energy, the Interconnection Customer (IC), has submitted a completed
Interconnection Request (IR) to the California Independent System Operator
Corporation (CAISO) for their proposed Wildhorse Project (Project). The Project
will consist of 140 to 150 wind turbine generators rated at 1.5 MW each, with a
total net output of 210 MW to the CAISO Controlled Grid. The Commercial
Operation Date of the Project is November 30, 2008. The Project will
interconnect onto Pacific Gas & Electric Companys (PG&E) Coburn 230 kV
Substation.
The CAISO issued an Interconnection System Impact Study (ISIS) report for this
Project on April 20, 2007 that provided an analysis of the system impacts.
In accordance with the Federal Energy Regulatory Commission (FERC) Large
Generator Interconnection Procedures (LGIP), the IC, the CAISO and PG&E
agreed that the Project can proceed into the Interconnection Facilities Study
(IFAS) phase.
The IFAS has been completed and it provides:
1. Work scope and cost estimates for the Interconnection Facilities

necessary
to interconnect the Project to the CAISO Controlled Grid at the Point of
Interconnection
2. Work scope and cost estimates for the Network Upgrade facilities

necessary
to mitigate the impacts of the Project on the CAISO Controlled Grid under
various system conditions
The Interconnection Facilities work scope consists of:
Providing transmission interconnection of the generator tie-line from the
terminal tubular steel pole to the 230 kV bus at Coburn Substation
Providing pre-parallel inspection, testing, SCADA, EMS setup,
engineering support, etc.
The cost of the Interconnection Facilities to interconnect the Project to the CAISO
Controlled Grid is approximately $822,000, including ITCC

The Network Upgrade facilities work scope consists of:
Converting the existing Coburn 230 kV bus to a ring bus configuration
Providing Special Protection Systems (SPS)

The transmission facilities necessary to physically and electrically interconnect the Project to the Point of
Interconnection of the CAISO Controlled Grid

The transmission facilities necessary to interconnect the Project safely and reliably to the CAISO Controlled Grid,
beyond the Point of Interconnection

The cost of the Network Upgrade facilities to interconnect the Project to the
CAISO Controlled Grid is approximately $9.4 million.
The total interconnection cost of the Project is approximately $10.3 million.
