Section 1.1 Strategic Plan

The President and Chief Executive Officer (CEO) and other members of
Corporate Management shall manage the affairs of the American Red Cross so as
to achieve the Strategic Plan as adopted by the Board of Governors. The
President and CEO, or his or her designee, shall present annually to the Board of
Governors a report of the progress toward achievement of the Strategic Plan.


Section 1.2Corporate Public Policy Positions and
Legislative Agenda

Each year, the President and CEO, or his or her designee, shall present to the
Executive Committee, for its approval, a proposed agenda of federal and state
legislative and executive branch priorities consistent with the Strategic Plan. The
Corporation may take a position only on those public policy issues approved by
the Executive Committee, and the position taken shall only be as so approved.
The President and CEO, or his or her designee, shall, to the fullest extent
permitted by law and consistent with its tax-exempt status under the Internal
Revenue Code, actively promote these priorities and shall report annually on the
Corporations efforts and accomplishments to the Executive Committee.

2. American Red Cross Services

Section 2.1Chapter and Disaster Services

2.1.1
Chapter and Disaster Services Lines of Service

Chapter and Disaster Services comprise the following lines of service which are
delivered through National Headquarters departments, a network of Chapters,
and other Non-Chartered Units: disaster services; health and safety services;
armed forces emergency services; community services; international services; and
such other or additional lines of service as may from time to time be so designated
by the Board of Governors.




a. Disaster Services

Disaster services shall consist of planning, preparedness, community
disaster education, mitigation, response, and relief to victims of disasters.

b. Health and Safety Services

Health and safety services shall consist of community education and
training in first aid, CPR, aquatics and water safety, HIV/AIDS
prevention, and Mission-related care giving for the elderly and other
priority groups.




c. Armed Forces Emergency Services

Armed forces emergency services shall consist of emergency
communications and supporting social services that enable those with
family members serving in the United States Armed Forces to resolve
family emergencies and that provide members of the United States Armed
Forces and their families access to emergency financial assistance.




d. Community Services

Community services shall consist of locally developed, delivered, and
managed Chapter and Disaster Services, consistent with the Mission and
Strategic Plan of the Corporation and with Corporate Regulations that
meet local community needs and that can be sustained by the financial and
volunteer support of the local community.




e. International Services

International services shall consist of tracing, dissemination of
International Humanitarian Law, support of international disaster relief
and development of national societies, and support of the International
Red Cross and Red Crescent Movement.

Section 2.2Biomedical Services

2.2.1
Introduction

Biomedical Services is the major provider of human derived blood products and
services. It operates its blood services program under a single establishment
license issued by the US Food and Drug Administration (FDA). The Board of
Governors and FDA require Biomedical Services to provide positive management
control of its decentralized local community operations. To ensure this control,
Biomedical Services will operate using standardized policies and procedures.
Through such standardization, the local community operations function as an
integral part of Biomedical Services in their local communities.

FDA requires adherence to current Good Manufacturing Practices (cGMP)
regulations and federal standards designed to ensure that blood, blood
components and blood products are safe, pure, and where appropriate, potent.
Other public agencies, such as the Department of Health and Human Services, the
Occupational Safety and Health Administration, the Environmental Protection
Agency, the Department of Transportation, and various state agencies also
regulate the collection, testing, processing and transportation of blood and blood
products to protect the health and safety of patients, workers and the general
public. Biomedical Services is responsible for ensuring that its operations satisfy
federal, state and voluntary standards designed to protect health and safety.



The primary goals of Biomedical Services are to:


a. Provide the safest, most reliable, and most cost effective blood
products and services in a manner consistent with applicable federal and state
laws and regulations and Corporate Regulations.


b. Provide positive management control of decentralized local community
operations and enhance coordination and collaboration of blood collection and
service delivery among Blood Services Regions while retaining relationships with
local communities served by the Blood Services Region.

2.2.2
Biomedical Services is charged with providing the ARC's biomedical line of
service with the specific mission of fulfilling the needs of the American people
for the safest, most reliable, most cost-effective blood, products and services,
through voluntary donations.





2.2.3
The Biomedical Services Committee of the Board of Governors has oversight for
all aspects of the operations, including Blood Services and Biomedical Research
and Development (R&D). Each of the Blood Services Regions has a volunteer
advisory board, called the Blood Services Region Board of Directors, that works
with the Region's Chief Executive Officer to ensure the success of their local

community operations and is organized pursuant to Standard Blood Services
Region Bylaws.


Section 2.3Mutual Support between Chapter and
Disaster Services and Biomedical Services

2.3.1
Consistent with Board of Governors policies, the Mission of the American Red
Cross, and the Strategic Plan, the President and CEO, or his or her designee
responsible for Chapter and Disaster Services and Biomedical Services, shall
ensure mutual support and cooperation between Chapter and Disaster Services
units, including Chapters and Biomedical Services units.


2.3.2
All Units, volunteers and employees shall be encouraged to support the delivery
of Red Cross services across all lines of service. Where appropriate and practical,
Blood Services Regions shall support prompt relief to victims of major disasters,
and shall support international disaster relief and the Internat
