GENERAL SPECIFICATION

It is the purpose of this specification to describe a new, and the manufacturers latest current model and design a Type I
Ambulance.

Unit shall include all standard equipment and accessories as advertised in manufacturers specification sheet of model
offered, unless otherwise specified herein.

APPLICATION

An ambulance designed for severe weather application. The vehicle is often required to operate in blowing snow (50-60
mph) and cold temperatures (-50º to -60º F) and for distances of over 200 miles (Delta Junction is approximately 100
miles from Fairbanks Hospital). Many of the local roads are unimproved roadways.

DOCUMENTATION REQUIRED

A basic manufacturers product brochure describing the unit being bid is to be provided with bid.

WARRANTY

The manufacturer shall warrant to the original owner that each new ambulance manufactured by them shall be free from
defects in materials and workmanship under normal use and service for a period of one (1) year from the date of delivery.

The City of Delta Junction will be accepting bids on a manufactured Type I Ambulance, fully prepared and ready to work.
The bid price must include standard manufacturers new equipment warranty.

In addition to the above, the manufacturer shall warrant to the original owner that the following components shall be free
from defects in materials and workmanship under normal use and service for the following periods:

Body and sub frame (structural defects): Fifteen (15) years
Paint: Seven (7) years
Chassis: Ten (10) years or manufacturer warranty if greater
Electrical: Six (6) years
Conversion: Four (4) years

The warranty period shall begin on the date the vehicle is delivered to the original purchaser.

A copy of the apparatus manufacturers warranty items and conditions shall be furnished with the bid.

GENERAL SPECIFICATION

It is the purpose of this specification to describe a new, and of the manufacturers latest current model and
design a Type I ambulance.

Unit shall include all standard equipment and accessories as advertised in manufacturers specification sheet of
model offered, unless otherwise specified herein.

INTENT OF SPECIFICATIONS

It is the intent of these specifications to cover the furnishing and delivery to the purchaser of a complete
apparatus equipped as hereinafter specified. With a view to obtaining the best results and the most acceptable
apparatus for service in the Delta Junction Emergency Response Team, these specifications cover only the
general requirements as to the type of construction and tests to which the apparatus must conform, together with
certain details as to finish, equipment, and appliances with which the successful bidder must conform. Minor
details of construction and materials where not otherwise specified are left to the discretion of the contractor,
who shall be solely responsible for the design and construction of all features.

OPERATING ENVIRONMENT

The apparatus shall be designed to operate in a temperature range of -50 to +105 degrees F. at an elevation of
1,200 feet above sea level on roads ranging from gravel to paved roads.

Each bidder shall furnish satisfactory evidence of their ability to construct the apparatus specified and shall state
the location of the factory where the apparatus is to be built. They shall also show that they are in a position to
render prompt service and to furnish replacement parts for the apparatus.

Each bid shall be accompanied by a set of Contractors Specifications consisting of a detailed description of
the apparatus and equipment proposed to which the apparatus furnished under the contract must conform.

Total price on the bidders proposal sheet must include all items listed in the specifications. Listing any items
contained in the specifications, as an extra cost item shall automatically be cause for rejection.

LIABILITY

The bidder, if his bid is accepted, shall defend any and all suits and assume all liability for the use of any
patented process, device, or article forming a part of the apparatus or any appliance furnished under the
contract.

GENERAL CONSTRUCTION, QUALITY AND WORKMANSHIP

The ambulance shall be designed and constructed with consideration for ease of operation and safety. The
ambulance shall comply with all applicable federal, state, motor vehicle laws and regulations.

Electrical insulation or isolation shall be provided where necessary to prevent electrical shock from onboard
electrical equipment.

The workmanship shall ensure a safe operating environment free of accessible sharp projections and edges.

Hydraulic lines, air system tubing, control cables and electrical lines shall be clipped to the frame or body
structure of the apparatus and suitably protected where they pass through body panels or structural members.

Dissimilar metals in intimate contact with each other shall be protected against electrolytic corrosion.

EXCEPTION TO SPECIFICATIONS

The following requirements shall be strictly adhered to:


A) Exceptions may be considered if they are equal to or superior to that specified and provided

they are listed and fully documented and explained on a separate page entitled EXCEPTIONS TO
SPECIFICATIONS. Purchaser reserves the right to reject, in its sole discretion, any exceptions in favor of the
specified equipment set out herein.

B) All exceptions or deviations must be approved in writing by the City of Delta Junction.

C) Proposals taking total exception to specifications will not be accepted.

D) Apparatus shall be inspected upon delivery for compliance with specifications. Deviations

shall not be allowed and shall be cause for rejection of apparatus unless they were originally


listed in bidders proposal.

APPROVAL DRAWINGS

Engineering blueprints, specifically for this ambulance, shall be provided by the manufacturer and be approved
by the City of Delta Junction before construction begins. Both the City of Delta Junction and the
manufacturers representative shall have a copy of this drawing. It shall become part of the total contract.
These drawings shall be drawn to scale on a CAD system to ensure an accurate and professional drawing. The
drawing shall show a minimum of three (3) views of the vehicle (left side, right side, and rear). The blueprints
shall show the overall dimensions of the apparatus, proposed compartment sizes and features and the location of
all emergency warning and work lights that are to be provided on the apparatus.

GENERAL VEHICLE DESIGN, TYPE, AND FLOORPLAN

The ambulance and the allied equipment furnished under this specification shall be the manufacturer current
commercial vehicle of the type and class specified. The ambulance shall be complete with the operating
accessories as specified herein and furnished with such modifications and attachments as may be necessary or
specified to enable the vehicle to function reliably and efficiently in sustained operation. The design of the
vehicle and the specified equipment shall permit accessibility for servicing, replacement, and adjustment of
component parts and accessories with minimum disturbance to other components and systems. The term
HEAVY DUTY as used to describe an item shall mean in excess of the usual quantity, quality, or capacity
that is normally supplied with the standard production vehicle or component.

PAYLOAD ALLOWANCE

A minimum of 1,750 pounds will be allowed over and above the curb weight for personnel, patient, and
miscellaneous support equipment.

TECHNICAL REQUIREMENTS CAB/CHASSIS

The ambulance shall be a Type I, and shall have a chassis furnished with a three (3) door cutaway van. The
cab/chassis shall be suitable for subsequent mounting of a modular (containerized) transferable equipped
ambulance body conforming to the requirements specified herein.

The chassis brake system shall be Ford OEM standard hydraulic disc with front and rear anti-lock.
