OFFICE OF THE CITY MANAGER
Second FY 2009 Budget Workshop Scheduled:
City Manager Tom Brobeil reports that the next City Budget Workshop is scheduled for
Thursday, August 21 at 6:30 p.m. in Gulfport City Hall Council Chambers. City Manager
Brobeil will be available to Councilmembers having fundamental questions about the
proposed FY 2009 Budget contact him prior to the workshop. Please call Administrative
Assistant Lori Roach to arrange a time that is convenient.
City Manager Retains ICMA City/County Manager Credential:
City Manager Brobeil learned on Friday that the ICMA City/County Manager
Credentialing Board approved his renewal for the ICMA Credentialed City/County
Manager designation. In order to earn this status a manager must meet rigorous
testing, educational, and experience standards. Additionally, credentialed managers
must obtain a minimum of 40 continuing educational units (CEUs), while preparing a
report on classes taken and how what was presented can be applied in the candidates
city.
There was a question as to whether Mr. Brobeil could obtain the required number of
CEUs because a chronic health condition and several high priority issues in the City
prevented him from attending several qualifying educational seminars. Mr. Thomas
Lundy, ICMA President and Catawba County (NC) Administrator allowed Mr. Brobeil to
substitute
National Incident Management System (NIMS)
Incidence Management
System (ICS) training in lieu of the subjects in the professional development plan.
Moreover, Mr. Brobeil had requested an extension in the submittal date in April. Mr.
Brobeil will need to double his training efforts over the next six months in order to meet
the requirements for 2009.
While the ICMA City/County Manager Credential is not required to serve as a City
Manager, it is increasingly more difficult to serve in a position of high responsibility, such
as for a full-service city, without this designation. Moreover, it was listed as a criterion in
the selection process for the Gulfport city manager position.
HUMAN RELATIONS OFFICE
The Personnel/Risk Management Offic
er continues to negotiate a with the Firefighters
Union (IAFF) with the objective of reaching an agreement that can be implemented
before the current contract lapses at the end of September. Also, the City Manager will
ask the City Council to meet in Executive Session
immediately prior to the Budget
Workshop on Thursday to receive a briefing on the status of negotiations and obtain
direction from the City Council.
The Personnel/Risk Management Officer is also working on several budget information
requests for Council members. Information resulting from such requests is routinely
provided to all Council members and is available in the City Clerks office for public
inspection. She is also preparing to present the Health Insurance Plan recommended
by the City Manager at the City Council Meeting on Tuesday.
ADMINISTRATIVE SERVICES
Finance Administration:
The Administrative Services Director and Accounting Manager continue to redefine the
Citys treasury functions, and hope to have a new investment policy for consideration by
the City Council. These changes are necessary to deal with the new volatility in the
investment markets previously used by most local governments; including the State
Board of Accounts (SBA), Fannie Mae, Freddie Mac, and large overnight deposits in
prominent financial institutions.
One avenue being investigated is the possibility of investing in a program called
SAFE; which is a fund established by the
preeminent economist Hank Fishkind, where
the major objective is to preserve principal. This fund is currently viewed as an
alternative to the States SBA, whose management has not in
spired confidence lately.
They also continue to work on some very detailed budget information requests by
Council members, and are attempting to meet this request before the next budget
workshop. Information resulting from such requests is routinely provided to all Council
members and is available in the City Clerks office for public inspection.

Parks
Casino Ballroom:
Park staff cleaned and cleared debris off of the patio and deck areas of the Casino
Ballroom and placed waste receptacles on the curb for pickup.
49 Street Landscaping:
Parks staff continues to plant, clean, and weed the landscaping material along the 49
th
Street corridor. Staff also continues to inspect irrigation systems and make necessary
adjustments and/or repairs as needed.
Hoyt Field & Tomlinson Fields:
Parks staff continues to drag clay fields (to keep them level) and rake all clay areas of
the baseball fields for practices and games. Debris was cleaned off of the dugout and
bleacher areas and the fields have been lined for upcoming games. Mowing continues
to be completed twice a week to maintain proper field levels.
Gulfport Beach:
Staff continues to rake the beach area on Mondays and Fridays of every week.
Trash and debris were picked up along the water
s edge and around the
childrens playground areas. Trash receptacles were emptied, cleaned and
returned to shelter areas. Cigarette waste receptacles were cleaned and the
Bocce Ball courts were inspected for needed repairs.
Staff inspected benches along the beach area and completed repairs as needed.
Events:
Met with Gail Biron to plan for upcoming events.
Other Activities:
All city park trash containers, and cigarette waste containers, were emptied.
Staff watered all non-irrigated areas.
Staff mowed, edged and trimmed the following facility areas: Fire Station, City
Hall, Tonkin Park, Dog Park, G.P. Beach areas, Veterans Park, Library, Clymer
Park, Chase block, Historical Building, Scout Hall, Clymer Park, Library, Senior
Center, Theater, Marina, Clam Bayou, Recreation Center, York Street, Fire
Station, Wood Ibis Park, Dog Parks, Veterans Park and the City Baseball Fields.
