REVISIONS TO SCHEDULE E-DEPART AND SCHEDULE CGDL-CRS
PURPOSE
This advice letter (AL) revises SDG&Es Schedule E-Depart, Departing Load Nonbypassable
Charges, and Schedule CGDL-CRS, Customer Generation Departing Load Cost Responsibility
Surcharge. Schedule CGDL-CRS is being revised to incorporate the provisions of California
Public Utilities Commission (Commission) Decision (D.) 05-01-035. Schedules E-Depart and
CGDL-CRS are being modified to include language that describes how the amount of
consumption to be billed as Departing Load is determined and to make other minor clean-up
changes. In addition, Schedule E-Depart is being revised to incorporate changes that were
previously filed as part of AL 1488-E, but were inadvertently omitted from supplemental AL
1488-E-A, which superseded AL 1488-E in its entirety.
BACKGROUND
On July 8, 2004, the Commission adopted Resolution E-3831, which implemented the Customer
Generation Departing Load Cost Responsibility Surcharge as mandated by D.03-04-030. On
January 13, 2005, the Commission adopted D.05-01-035, which modified Resolution E-3831 to
correct an inconsistency with D.03-04-030 regarding certain types of customer generation to be
included in the count towards the 3,000 MW cap. Accordingly, SDG&E is modifying Special
Condition 4 of Schedule CGDL-CRS to indicate that only the following do not count towards the
3,000 MW cap.
(1) Departing load customers that began to receive service from Customer Generation on
or before February 1, 2001 except during any period and to the extent that the
departing load customer thereafter receives bundled or direct access service, shall be
exempt from paying the DWR Bond Charge and DWR Power Charge.
(2) The departing load served by Customer Generation that commenced commercial
operation on or before January 1, 2003 or for which (a) application for authority to
construct was submitted to the lead agency under the California Environmental
Quality Act (CEQA), not later than August 29, 2001, and (b) commercial operation
commences not later than January 1, 2004 shall be exempt from paying the DWR
Power Charge
.
The charges shown on Schedule E-Depart and Schedule CGDL-CRS are billed to non-exempt
Departing Load customers based on metered consumption. If reliable metered consumption is

not available, the utility shall estimate the customers consumption. Consistent with SDG&Es
Rule 23, language is being added to Schedules E-Depart and CGDL-CRS to provide a more
complete description of the methodology used to calculate Departing Load consumption.

On April 17, 2003, pursuant to D.03-04-030, SDG&E filed AL 1488-E to implement the
Customer Generation Departing Load Cost Responsibility Surcharge. On July 8, 2004, the
Commission adopted Resolution E-3831 approving AL 1488-E with modifications. SDG&E filed
supplemental AL 1488-E-A on July 19, 2004, to modify Schedule CGDL-CRS in compliance
with Resolution E-3831. AL 1488-E-A superseded AL 1488-E in its entirety, however the
supplemental filing inadvertently omitted the revisions to Schedule E-Depart as originally
proposed in AL 1488-E. As a result, SDG&E is resubmitting the modifications made to
Schedule E-Depart.
This filing will not create any deviations from SDG&Es tariffs, cause withdrawal of service from
any present customer, or impose any more or less restrictive conditions.
EFFECTIVE DATE
SDG&E believes that this filing is subject to Energy Division disposition and therefore
respectfully requests that this advice letter become effective on July 23, 2005, which is 30
calendar days after the date filed.
PROTEST
Anyone may protest this Advice Letter to the California Public Utilities Commission. The protest
must state the grounds upon which it is based, including such items as financial and service
impact, and should be submitted expeditiously. The protest must be made in writing and must
be received within 20 days of the date this Advice Letter was filed with the Commission. There
