ZZ. ENERGY RESOURCE RECOVERY ACCOUNT
1. Purpose
The Energy Resource Recovery Account (ERRA) is established pursuant to
D.02-10-062. The purpose of the ERRA is to record SCEs: (1) ERRA Revenue, (2)
Utility Retained Generation (URG) fuel costs, and (3) purchased power-related
expenses, excluding California Department of Water Resources DWR power
contract expenses. Electric Energy Transaction Administration (EETA) costs should
be excluded from the ERRA consistent with D.02-12-074. Pursuant to D.04-01-048,
SCE is authorized to record the above-market cost of Qualifying Facilities and
Purchase Agreements in the ERRA. Pursuant to Resolution E-4112, SCE
established the SO
2
Credit-Account (SO2CSA) to track the revenue and cost
associated with the sale and purchase of both Mohave and non-Mohave SO
2
allowances.
2. Definitions
a.
Total Authorized Fuel and Purchased Power Revenue Requirement:
Total Authorized Fuel and Purchased Power Revenue Requirement shall be
the current Commission adopted revenue requirement in rate levels
associated with SCE fuel and purchased power expenses.
b.
Total Authorized SCE Generation Revenue Requirement:
Total Authorized SCE Generation Revenue Requirement shall be the current
Commission adopted revenue requirement in rate levels associated with
SCEs base generation, fuel and purchased power, and any other
commission adopted generation costs (excluding SCEs allocation of DWRs
revenue requirement).
c.
ERRA Billed Revenues:
Shall be determined each month as follows:

B = Total Authorized SCE Generation Revenue Requirement
C = Total recorded billed Generation revenues adjusted to remove
the impact of 20/20 Rebate Program, the Residential
Generation Tier 1 and Tier 2 revenue shortfall/surplus that
occurs as the result of implementing Resolution E-3897, and
the 2006 Residential revenue deferral that will take place as the
result of deferring the Residential rate increase authorized in
D.06-06-067 until February 14, 2007

ERRA Unbilled Revenues:
Unbilled Revenues are accrued (earned revenue for financial statement
purposes) ERRA revenues associated with electric customer kWh usage that
has not yet been billed by SCE. (ERRA Unbilled Revenues will be allocated
using the same percentage as used to determine the ERRA Billed Revenue).

FF&U
ERRA-Related FF&U is determined as follows in order to calculate franchise
fees and uncollectible and municipal surcharges:

i. DWR
Revenue
Total monthly amount DWR Power Charge and DWR Bond Charge revenue
including DWR revenue billed to Direct Access Customers through the DA
Cost Responsibility Surcharge.
j. Interest
Rate:
The Interest Rate applicable to undercollections shall be the most recent
monthly interest rate on Commercial Paper (prime, three months), published
in the Federal Reserve Statistical Release, H-15 (index) plus a premium of
three-fourths the spread between the index and SCEs actual cost of short-
term financing until that spread is 50 basis points or less or until SCE is able
to issue commercial paper, which ever occurs first. This premium on the
index shall not be precedent setting. At that time the interest rate for
undercollections shall revert to the index rate. The interest rate for
overcollections shall be set at the index rate. Should publication of the
interest rate on Commercial Paper (prime, three months) be discontinued,
interest shall so accrue at the rate of the most recent annual interest rate on
Commercial Paper that most closely approximates the rate that was
discontinued, and which is published in the Federal Reserve Statistical
Release H-15, or its successor publication.

Franchise Fees and Uncollectibles Account Expense
Franchise Fees and Uncollectibles Account Expense (FF&U) expense shall
be calculated using the most current Commission-adopted FF&U factors.
FF&U expenses shall not be included in recorded fuel and purchased power
expenses.
l.
Independent System Operator Expenses
Independent System Operator (ISO) Expenses include amounts actually
incurred and paid by SCE including ancillary services, grid management
charges (uplift), wheeling charges, demand relief, summer reliability, voltage
support, spinning reserve, non-spinning reserve, replacement reserve,
neutrality adjustments, black start energy and capacity, long-term voltage
support, and supplemental reactive energy.
m.
Residual Net Short Requirement
Residual Net Short Requirement is the difference between: (1) SCEs
bundled service customers total load, and (2) energy procured under
contract (including DWR contracts), and energy provided by SCEs own
resources (including the impact of allocated excess energy GWhs).
n.
Residual Net Short Requirement Expenses
Residual Net Short Requirement Expenses include procurement contract
expenses, system development expenses (Operation and Maintenance
O&M and capital-related expenses), credit and collateral expenses, and
other expenses as necessary to comply with the Commissions order that
SCE be responsible for its Residual Net Short Requirement commencing
January 1, 2003.

Utility Retained Generation
Utility Retained Generation (URG) includes all of SCEs generating facilities.
They include SCEs ownership share of the: Four Corners Generating
Station, Mohave Generating Station, Pebbly Beach Generating Station
(Catalina Island), Palo Verde Nuclear Generating Station (Palo Verde), San
Onofre Nuclear Generating Station Units 2 and 3 (SONGS 2&3), and
hydroelectric facilities.

URG Fuel and Fuel-related Expenses
SCEs URG Fuel and Fuel-related Expenses include: 1) variable fuel
expense
