PART 1 - GENERAL


02081.3 - 1.1 DESCRIPTION

A. The following specification covers the design, installation, inspection, testing, and acceptance of
wastewater pumping stations. The work included in this section consists of furnishing all labor,
equipment, tools, materials, and performing all operations required for the construction and
installation of the pumping station complete and ready for operation as shown on the construction
drawings and described herein.
B. Work under this division shall be coordinated with the requirements of all contract documents, and
constructed at locations indicated on the construction drawings in order to provide a complete
functional installation. Any labor, materials, equipment, and apparatus not specifically mentioned
herein or shown on the construction drawings, which may be found necessary to complete any
portion of the work in a substantial manner and in compliance with the requirements stated or
implied by the contract documents, shall be furnished by the contractor without additional
compensation.
C. The provisions of this document set forth the general requirements for the design and installation of
wastewater pumping stations. The engineer shall comply with all the requirements of the Florida
Department of Environmental Protection (FDEP) in addition to the criteria contained within. The
latest edition of all national standards and related documents referenced shall be used unless
otherwise specified by Hillsborough County Water Resource Services (HCWRS).
D. CONSTRUCTION
1. Coordinate and interface with work of other trades as required for completion of the site,
mechanical/electrical work.
2. Mechanical and electrical construction drawings are diagrammatic in character but should be
adhered to as closely as possible consistent with construction of the pumping station.
Construction drawings shall not be scaled.
3. All work shall be executed in a workmanlike manner by skilled personnel and the work shall
present a neat appearance when completed.
4. The term "provide" shall mean to furnish and install completely unless otherwise indicated.
5. The construction drawings are not intended to show in complete detail every fitting which may
be required; however, wherever reasonably implied by the nature of the work, such materials or
equipment shall be provided as required to complete the work.
6. Temporary electrical service and construction lighting shall be provided under this section.
Contractor shall provide for all electrical service for the construction period, making all
connections and removal of same at job conclusion. In addition, contractor shall furnish and
install temporary lighting for the construction period. At job completion, all temporary lighting
fixtures and associated components/wiring shall be removed.
7. In general, electrical materials and apparatus shall comply with all applicable tests, ratings,
specifications, and requirements of the appropriate standards listed in Subsection 1.2 herein.
Underwriter's Laboratories, Inc. (UL) listed electrical components or assemblies shall be used SPECIFICATION 02081.3

and shall bear the approved device label of UL. Motors shall comply with all applicable
referenced standards and they shall be designed for continuous submerged service in
accordance with the National Electrical Code (NEC) and National Electrical Manufacturers
Association (NEMA) standards.
8. All work shall comply with applicable requirements and recommendations of standards
published by listed agencies and trade associations, except to the extent more detailed and
stringent requirements are indicated or required by local governing regulations.
9. Installation shall comply with the latest editions of the NEC, National Fire Protection
Association (NFPA) 70, NFPA 79, the National Electrical Safety Code (NESC), and all
applicable state, municipal, and local codes. Work shall be subject to inspection and approval
requirements of the local authority having jurisdiction.
10. Contractor shall guarantee all work and rectify any defects due to faulty materials or
workmanship for a period of 18 months after acceptance of wastewater pumping station by
Hillsborough County or 12 months after start-up of station, whichever comes first. Start-up is
defined as placing the station into actual full-time production service. Contractor shall pay for
damage to other work resulting from faulty materials or workmanship which occurs within said
period.

02081.3 - 1.3 SHOP DRAWINGS AND SUBMITTALS

A. Specific structural, mechanical, and electrical details are available through the Water Resource
Services (WRS) Technical Design Team on 24" x 36" detail sheets, which shall be signed and sealed
and included in the construction plan submission. Drawings are also available on-line at the
Hillsborough County web site under Water Resource Services, Publications, Design Drawings.
B. The electrical detail sheets shall include an electrical load summary and a short circuit analysis
which shall be completed, signed and sealed by an Electrical Engineer registered in the State of
Florida. The Engineer has the option of submitting the signed and sealed electrical detail sheets
with the shop drawing submission. SPECIFICATION 02081.3

C. The pumping station site layout sheets of the construction drawing set shall include a to-scale site
plan of the pump station slab with all lot grading details and elevations.
1. The slab elevation shall be set based on adjacent lot pad elevations. In the absence of adjacent
lot pads, the slab elevation shall be set based on a minimum rise of 2% from the edge of
pavement or minimum 1 foot above crown of road, whichever is greater.
2. Exceptions to the above siting criteria will be reviewed on a case-by-case basis.
3. All driveway and site drainage shall be directed away from the station slab. Also, there shall be
no standing or ponding of water on the pump station site.
4. Any proposed landscaping around the pump station must be shown, in detail, on the site plan.
D. For County run projects, shop drawings and related manufacturer's product certification shall be
made in accordance with Section 01300 of the Hillsborough County Technical Specifications and
the General Conditions of the Contract for approval prior to construction or fabrication of the
material by the manufacturer. The following items which require shop drawings are brought to the
Contractor's attention. The list may not include all items for which shop drawing submittals are
required.
1. Pump materials, performance curves, pump dimensions, motor winding diagram, and other
related details.
2. Wet well submittals and related details.
3. Valve manufacturer, model numbers, materials, and fabrication details.
4. Certifications from pipe and fittings suppliers certifying the materials specifications.
5. Restrained pipe joint details.
6. Floor drain, backflow preventer, pressure gauge, air release valve, and pipe support details.
7. Coating
specifications.
8. Independent laboratory certification of all stainless steel components.
9. Control cabinet shop drawings, cut sheets, and manufacturers literature on all control cabinet
components.
10. Cut sheets and manufacturers information on service entrance disconnect, area light and other
miscellaneous electrical equipment.
E. Operation and maintenance manuals and spare parts lists shall be provided for each item of
equipment, six (6) complete sets are required. Maintenance manuals must include motor winding
diagrams and pump dimensions.

02081.3 - 1.4 TOOLS AND SPARE PARTS

A. Tools and spare parts shall be furnished as specified herein.
B. Spare parts shall be marked with parts numbers and the equipment the spare parts are for. Spare
parts shall be packed in suitable containers also marked with the parts numbers and equipment for
which intended.
C. Prior to final acceptance of the work the Contractor shall turn over to the County all specified spare
