The Freeholders approved County Engineer R. Thomas Jaggards $20 million
plan for improvements to the Countys roads and bridges in 2008 and authorized
funding the plan that calls for just $6.6 in new county funds, with the remaining funds for
the Plan being provided by previous bonds and by the NJ Department of Transportation
and Federal Highway Administration.
This years Plan addresses continuing maintenance of our invaluable
infrastructure of highways and bridges, Freeholder Deputy Director Joseph B. Donnelly
said.
The challenge is being responsible for the largest geographic county in New
Jersey and a population that is growing toward a half-million residents, he continued.
The county highway network includes 506 miles of county roads, 364 bridges,
700 culverts, more than 243 traffic control devices and 17,000 signs, Donnelly added.
This Plan includes 20 initiatives that improve safety for motorists and
pedestrians, he continued. We receive state and federal funding for almost half of the
projects. That gives us the ability to provide maximum service at a minimal cost to
county taxpayers.

The 2008 Road and Bridge Forecast is for $19,925,000 in construction projects
and will include $5.7 million to resurface 27 miles along 15 roads in 16 different
municipalities, $4.45 million to complete Phase 5 of the Closed Loop Signal
Improvement, $1.8 million for two intersection improvements, $2.1 million for traffic
signal improvement projects affecting 29 signals, $3,225,000 for seven bridge and/or
culvert constructions, as well as a combined $2.625 million for roadway restriping,
building demolition, curb replacement, and sidewalk improvements.
Road Resurfacing
County roads to be resurfaced are based on need and road condition, according
to engineers evaluations. Construction will be scheduled between June and October.
The total cost is estimated at $5.7 million, with $4,498,000 million from state aid and
$1,202,000 million in 2008 County Bond funds. Roads to be resurfaced

Bridge Projects
A total of seven bridge projects are scheduled at an estimated cost of $3,225,000, from
County Bond funds. Replacement of an existing bridge over Mill Creek on Springside-
Rancocas Road (CR635) at the borders of Westampton, Burlington Township and
Willingboro is expected to cost approximately $2 million.
Other bridge projects scheduled include replacement of a culvert on Bordentown-
Georgetown Road (CR545) and replacement of the deck and stringers on Dunns Mill
Road Bridge, both in Bordentown Township; improvements to two bridges on Burrs Mill
Road one the replacement and widening of Bridge E4.25 at the Southampton-
Pemberton Township border and the widening and deck replacement of Bridge E4.29 in
Pemberton Township. All will be funded from the 2008 County Bond.
The relining of a culvert on Monmouth Road 9CR537) near Sherwood Village in
Eastampton is expected to cost $75,000 and be funded from the 2007 County Bond.
Traffic Signal Improvements
This project will include 21 traffic signal improvements, including 14 upgrades, two new
signals, one pedestrian flashing signal and four new flashing beacons at a cost of $1.5
million from previous County Bond funds.
Two new signals will be installed at:
Medford-Mount Holly Road (CR541) and Wilkins Station Road in Medford
Stokes Road (CR541) and Trading Post in Medford Lakes
Four (4) flashing beacons are scheduled for:
Wrightstown Road and Defense Access in Springfield
Bordentown-Chesterfield Road (CR528) and Old York Road (CR660) in
Chesterfield
Old York Road (CR660) and Hedding Road (CR678) in Mansfield
Bordentown-Chesterfield Road (CR528) and Hogback Road on the border of
Bordentown Township and Chesterfield

Traffic Signal Closed Loop
Completion of Phase 5 of this construction is expected during the summer. It
involves interconnecting 23 signals along Marne Highway (CR537) from Hainesport to
Moorestown; installation of 15 closed-circuit TV cameras along Burlington-Mount Holly
Road (CR541) and Beverly-Rancocas Road (CR626) in Burlington Township and
Westampton. Also, four variable message signs will be installed along Burlington-Mount
Holly Road (CR541).
Intersection Improvements
Two construction projects at busy intersections are planned to improve safety:
At Westfield Road (CR614) at Borton Landing Road and Salem Road in
Moorestown, the $800,000 construction will be funded by the 2007 County Bond.
Salem Road will become a cul-de-sac, a right-turn lane on Westfield Road onto
Borton Landing Road will be installed and a new signal will be installed at the
intersection.
Drainage improvements and the realignment of Creek Road (CR625) to create a
90-degree intersection with Coopertown Road (CR624) in Delanco is anticipated
to cost $1 million and be funded by the 2008 County Bond.

Miscellaneous Projects
Approximately 250 miles of county roads will be restriped in the next two years as
needed at an estimated $800,000, funded by the Federal Highway Administration.
Deteriorated concrete curb along designated county highways will be replaced with
$500,000 being appropriated from the 2008 County Bond.
Handicap ramps will be installed at 16 locations, mainly on Bridgeboro Street (CR613)
in Riverside, to meet Americans with Disabilities Act standards at a cost of $200,000,
funded by the 2008 County Bond.
Ten (10) structures will be razed to allow for intersection and safety improvements.
Three buildings on Hartford Road (CR686) in Mount Laurel will be demolished for
improvements to the intersection with Marne Highway (CR537). One house on Taunton
Lakes Road (CR) in Evesham, one house on Creek Road at the intersection with
Masonville Road (CR635), and five buildings on Maple Avenue (CR682) in Hainesport
will be removed. An estimated $300,000 will be funded through the County Building
Bond Account, and the remaining $250,000 funded through the 2008 County Bond.
An additional $300,000 from the County Building Bond Account is being appropriated
for replacing the deteriorated sidewalk and steps between the County Courts Facility
and the County
