CALL TO ORDER & CHAIRS ANNOUNCEMENTS
The City of San Diego Commission for Arts and Cultures (Commission) Public Art
Committee (PAC) meeting was called to order by Randy Robbins at 12:05 p.m.
Robbins asked for introductions and welcomed incoming PAC members, Ann Marie
Purkey Levine and Roman De Salvo, and informed them that incoming members will be
receiving formal orientations in the first quarter of 2008.

Robbins acknowledged the work of the outgoing PAC members, David Raphael Singer,
Hector Perez, Kim Emerson, Stephanie Hanor and Mary Beebe, and thanked them for their
four years of service.
Robbins announced that the Southeastern Economic Development Corporation has filled its
ex officio seat on the PAC with a new member, Genevieve DePerio.
Robbins announced that Courtney Coyle was officially appointed to the Port of San
Diegos (Port) Public Art Committee by the Board of Port Commissioners on November
13. Coyle was also appointed to the North Embarcadero Visionary Plan Public Art
Committee (NEVP PAC) as Donald Reeves replacement.
Robbins announced that Courtney Coyle and Victoria Reed gave public comment on behalf
of the Mayor and Colette Carson Royston, respectively, at the November 13 public art
workshop with the Board of Port Commissioners.
Robbins announced that Dennis Oppenheims sculpture Engagement has been installed
at the Harbor Dr./Laurel St. triangle. Magdalena Abakanowiczs sculpture Walking
Figures is currently being installed along Harbor Drive near Petco Park and the
Convention Center.

ACTION APPROVAL OF THE MINUTES
Mary Beebe made a motion to approve the November 1, 2007 minutes. Victoria Reed
seconded the motion. The vote was 6-0-0.
IV. STAFF
ANNOUNCEMENTS
A.
North Embarcadero Visionary Plan - Partnership with Port of San Diego and
Centre City Development Corporation Dana Springs announced that Pae
Whites portfolio and résumé will be presented by Victoria Reed, member of the
NEVP PAC, at the regular meeting of the Joint Powers Authority Board on
December 13, 2:00 pm at the Ports Administration Building.
B.
Fire Station 47 - Pacific Highlands Ranch Springs announced that the date for
grand opening event for Fire Station 47 is still to be determined.
C.
Internship Programs in Development Springs announced that Commission staff
has been developing two internship projects for the Public Art Program. The first
project will center on developing a report with recommendations for how to make
the Citys art collection accessible to people with disabilities and aging adults. The
second project will focus on developing a glossary of legal terms typically used in
agreements with artists and developing a report on how a municipal government
agency can contract with foreign nationals. Springs announced that the first
internship position has been filled and that applications for the second internship are
being accepted until December 12.

ACTION BAYSIDE FIRE STATION ARTIST SELECTION PROCESS

Robbins asked Springs to present the recommended artist selection process. The PAC
members discussed the recommendation. Hector Perez made a motion to recommend to
the Commission approval of the artist selection process, a limited call to artists in the state
of California followed by interviews of shortlisted artists. Victoria Reed seconded the
motion. The vote was 6-0-0.
VI.
ACTION BAYSIDE FIRE STATION SCOPE OF WORK
Robbins asked Springs to present the recommended scope of work. The PAC discussed the
recommendation. David Raphael Singer made a motion to recommend to the
Commission approval of the scope of work with the revision that and should replace or
in the requirement A photographic survey of the site or other images depicting the site
context. Kim Emerson seconded the motion. The vote was 6-0-0.
VII. ACTION BAYSIDE FIRE STATION ARTIST/ARTWORK SELECTION
CRITERIA
Robbins asked Springs to present the recommended artist/artwork selection criteria. The
PAC members discussed the recommendation. Victoria Reed made a motion to
recommend to the Commission approval of the artist/artwork selection criteria. Hector
Perez seconded the motion. The vote was 6-0-0.
VIII. ACTION BAYSIDE FIRE STATION ARTIST SELECTION PANEL
Robbins asked Springs to present the recommended artist selection panel. Hector Perez
made a motion to recommend to the Commission approval of Anne Marie Purkey Levine,
as the PAC member representative, and Robin Cook as the visual arts professional
representative for the artist selection panel, with the visual arts/design professional
alternates ranked in the following order Allison Wiese, Vernon Franck and Petar Perisic.
Victoria Reed seconded the motion. The vote was 6-0-0.

UPDATE ON OUTCOMES OF PORTS 11/13/07 PUBLIC ART WORKSHOP
Catherine Sass announced that the Ports Public Art Committee (PAC) made a presentation
to the Board of Port Commissioners on November 13 to inform them about the Ports
Public Art Program. Sass commented that the workshop was held at the request of the
Board of Port Commissioners, who were interested in discussing temporary art
expenditures vs. permanent art expenditures among other topics related to the operations of
the Ports Public Art Program. Sass commented that the Ports Board of Commissioners
took no action regarding public art funding at the workshop; rather, they decided to form a
subcommittee to examine the Public Art Programs financials in more depth. The
subcommittee is chaired by Port Commissioner Stephen Cushman (rep. San Diego) and
includes Port Commissioners Michael Bixler (rep. Imperial Beach) and Robert Rocky
Spane (rep. Coronado). Rita Vandergaw commented further that some of the Ports public
art projects will be moving forward during the subcommittees research and that the
primary focus of the subcommittees inquiry is the Public Art Programs funding sources
and methods.
X.
BROADWAY PIER CRUISE SHIP TERMINAL DEVELOPMENT STATUS
Vandergaw presented the history and current status of the architectural design for the
Broadway Pier Cruise Ship Terminal. She provided the PAC members with a brief
overview of the Ports responsibility to provide deep water berthing in the San Diego
Harbor, to which end, the Port has secured a $6 million loan from Carnival Cruise
Corporation to construct a permanent building to serve as the Broadway Pier Cruise Ship

Terminal. At the request of the Mayor of the City of San Diego (City), the Port recently
participated in five community outreach meetings with stakeholders, including the Centre
City Development Corporation (CCDC), the City, the San Diego Association of
Governments (SANDAG), the designers for Phase One of the NEVP, and members of the
public to improve the original architectural design for the terminal building. Supplied with
feedback from the stakeholders, the Ports architectural consultant, Bermello, Ajamil &
Partners, developed a revised architectural design for the terminal. Vandergaw presented
this revised design to the PAC members. She went on to say that the revised design will
most likel
