GENERAL:
The City of Pomona is seeking a qualified company to strip and build patrol units with emergency and
communications equipment. While the City wishes to award all services to one company, the City
reserves the right to award services to a secondary vendor in the event of work overload of the primary
company. City wishes to award a one-year contract, with annual options to renew the contract for up to
4 additional years.
On the average, the City requires 20-30 vehicle builds per year.
QUOTATION SUBMITTAL INSTRUCTIONS:
Quotations shall include a properly completed and signed quotation sheet, along with all other required
documents. Bid response should be clearly marked POLICE BUILDS. All submissions must be in the
purchasing office by 4:00 p.m. on May 18, 2004. One (1) original and one (1) copy will be delivered to
the following address:

A mandatory pre-bid meeting is scheduled on May 11, 2004, 9:00am to examine the prototype patrol
vehicle and answer any questions. Location: City Yards, 636 W. Monterey, Pomona, CA 91768.
Quotations in the form of telegrams, telephone calls, facsimiles, e-mails or telex will not be accepted.

SCOPE OF WORK
This document is to provide an overview of the strip and build requirements for Pomona Police Department
Patrol units. The sections are as follows:
I.
Old units what and how equipment is to be removed from old vehicles.
II.
Equipment a list of equipment to be installed in a new patrol unit.
III.
Physical Installation the how and where equipment is to be installed per Pomona special
requirements.
IV.
Operation Pomona requirements regarding functions and operational specifications.
V.
Cost spreadsheets for the cost breakdown of material and labor on a line-per-line basis for both
vehicle strip and installation.
Whenever possible, existing equipment shall be reused in the building of new units. Any equipment not being
reinstalled shall be returned to the City of Pomona.
Control cables, power harnesses and accessory wiring shall be removed without cutting, and without damaging
factory connectors.
Pomona requires Motorola-endorsed mounts for Motorola equipment to include Motorola approved MW-series
screen display holder, keyboard mounting, and CPU mounting assembly.
Pomona requires that original manufacturers mounting assemblies be used unless otherwise approved by the
City of Pomona Communications personnel or by Fleet mechanics on a case-by-case basis.
Pomona requires a minimum warranty of ninety (90) days on workmanship and the normal manufacturers
warranty on purchased equipment.
All installations will be quality and performance inspected by the City of Pomona Communications personnel.
Vendor shall provide drawings detailing equipment locations and wiring.
Agency Specific is defined as no substitutions of material allowed for the specified item only.
Our goal: to safely provide reliability with physical and operational consistency in Pomona Police vehicles.

ii. All emergency and communication equipment shall be removed without cutting or other
damage to factory cables
