FINDLAY TOWNSHIP BOARD OF SUPERVISORS WORKSHOP MEETING AUGUST 28, 2008

ONeal and Chief Jesse Lesko.
I.
FIRE DEPARTMENT EMERGENCY NOTIFICATION SURVEY.
Mr. Klingman notified Lorraine Burns that this would be on the agenda and Chief Lesko dropped a
copy of the survey off at her house with a note reminding her of the meeting date and time, however, no
one was in attendance.
Lorraine Burns and Jan Pysh came late to the meeting so the Board addressed the topic.
Mr. Gallant read the list of fire department emergency notification procedures survey results that
was compiled.
Chief Lesko indicated that as a result of the survey, 17 companies still use a siren, 4 dont and 1
uses it only in extreme emergencies. Moon Township, who was not on the list, discontinued their siren.
The siren doesnt have an effect on the police department. For emergency response, we might not want to
get rid of it.
Jan Pysh asked if there could be a compromise and that the siren not be used between the hours of
11 p.m. to 7 am. Gave an example of the fire alarm that kept ringing at 5:15 a.m. and a truck wasnt pulled
out of the station. It was explained that when the alarm keeps going off, they are looking for additional
manpower. She heard an explanation from one of the firemen that if one alarm goes off, the alarm goes off
at all the stations. Chief Lesko indicated that our dispatch center sets off the alarm once she receives a call.
Mr. Klingman indicated that one of the persons that was at the last meeting was that her small
children nap in the afternoon and the alarm woke her children. The issue of not using it from 11 p.m. to 7
a.m. is not going to entirely address her issue.
Mr. Gallant asked the Fire Chief be notified to see if there was some way they could compromise to
use it for an extreme manpower emergency. Supports the Fire Department but agrees that it is irritating if
the alarm rings for 15 minutes straight.
Mr. Klingman indicated that the Fire Chief took the discussion from the last meeting to the
membership of the Fire Department and it went over like a lead balloon.
Chief Lesko added that we have a lot of dead spots for radio communications. They are using a
patchwork system of old and new pagers with the sirens in the hopes that they dont drop a call.
Greentree is a small community (less than 2 square miles) and their pager system is going to be a lot better
than in Findlay Township.
Lorraine Burns has a pain disorder and one of the things that was suggested to help to keep the
pain at bay is to get a good 7-8 hours of sleep at night. The siren going off in the middle of the night
doesnt help and invited anyone to come to her house when the siren is going off when you cant talk or
hear anything. She asked if the siren should be on the hill instead of in a valley. Asked one of the North
Fayette firemen if they had any problems not getting to a fire because of not using their siren, and he
indicated that he didnt know of any. That might be another issue to check into. Chief Lesko indicated that
if North Fayette is in need of firemen, our sirens are used for additional manpower.
Mr. Klingman indicated that atmospheric conditions make a lot of difference as to how he hears the
siren at his house.
Mr. Chappell asked that if sirens are being used now and we eliminate them, are we causing a

Mr. Klingman indicated that the issue of not using the sirens from 11 p.m. to 7 a.m. can be
presented to the Fire Department to see what kind of response we get. Mr. Gallant asked the Manager if
he would also ask the Chief if there is an affordable system that we can look at to maybe put in the
Townships budget. He will also contact Greentree to see what type of technology they now use.
Jan Pysh asked if there was something that could be done to approach every citizen to see if they
would be willing $5 towards the cost of a new up-to-date notification system.
II.
MUSCO LIGHTING PROPOSAL FOR RECREATION & SPORTS COMPLEX.
Mr. Klingman indicated that he wanted to do a piggyback purchase, however, he was informed by
our Solicitor that it was not legal according to the Intergovernmental Cooperation Act. We now have to
put the package together and go out for bids. Quotes will be drawn up at both a 30 ft. candle ($20,000 per
year cost for 10 years) and 50 ft. candle as they have at the High School ($30,000 per year cost for 10
years). The Dicks Sporting Goods donation will pay for this and Musco is willing to finance the lighting
and the electrical at 5.5% over 10 years.
Ms. Craig felt that from a safety standpoint, the brighter candle is better. Also, would like it
stipulated in the bid that we have the option to paying the loan off earlier.
Mr. Gallant stated that he was at a several fields with the lower power lighting, and he was
concerned about the kids in the outfield not seeing the ball.
Mr. Chappell asked if there would be the same situation on the soccer field as with the ball field.
Mr. Gallant indicated that it will also be used for football down the road.
Mr. Klingman added that the fields will be used by all level of ages.
Mr. Chappell moved to authorize the advertisement of bids for lighting at the Recreation and
Sports Complex soccer field. Ms. Craig seconded. 3 Ayes. Motion carried.
III.
KEROSENE TANK LOCATION AT THE KOSIS CONVENIENCE CENTER.
Ed Kosis indicated in a letter dated 8/28/08 that his new Shell convenience store did not have
accommodations for Kerosene, however he has recently discovered that there is a huge demand for this
fuel product in the customer area. He is requesting that the Board permit them to add a Kerosene tank and
dispenser to their site. The location was chosen by his engineer and the County Fire Marshall and will be
placed to the left of the building along the curb line so that it is in full view of their cashiers. Their
neighbor, Marada Golf Course, has expressed no objections. He has provided engineering drawings to
indicate the dispenser (low profile unit with no canopy) and tank location.
Mr. Chappell asked if he has to go through EPA, which Mr. Klingman indicated that it has to be
licensed, etc.
Mr. Chappell moved to allow the Kosis Convenience Center to add to their location a kerosene
tank and dispenser contingent upon all approvals from the EPA. Ms. Craig seconded. 3 Ayes. Motion
carried.
IV.
HOOKSTOWN GRADE ROAD CROSS DRAIN ROAD CROSSING.
John ONeal has requested permission to post and close the lower portion of Hookstown Grade Road on
September 4 to replace a failing cross drain on Hookstown Grade Road near its intersection with

Campmeeting Road. The road will be posted in advance on 8/29/08 to give users advance notice of the
closure.
Mr. Chappell moved to close the lower portion of Hookstown Grade Road on September 4 for

V.

VI.
DATES FOR POLICE AND PUBLIC WORKS CONTRACT NEGOTIATIONS.
Dates agreed on to meet are September 4 at 6:00 p.m. for the Police Department negotiations and

September 10 at 6:00 p.m. for the Public Works Department negotiations.

VII.
RESIGNATION FROM THE LIBRARY BOARD OF TRUSTEES.
Elizabeth Killmeyer has submitted her resignation from the Library Board of Trustees due to
medical problems.
Mr. Chappell moved to accept the resignation of Elizabeth Killmeyer from the Library Board of
Trustees. Ms. Craig seconded. 3 Ayes. Motion carried.
VIII.
DATE FOR CHRISTMAS GET TOGETHER. Mr. Klingman discussed the ideas and
possible dates for the Townships annual Christmas Get Together. The Board decided on the date of
Friday, December 19 to hold the annual Christmas Get Together.
