HANDBOOK OF GENERAL REQUIREMENTS FOR ELECTRICAL
SERVICE TO DISPERSED GENERATION CUSTOMERS

I - GENERAL

1.0 INTRODUCTION
- This handbook has been compiled by the Consolidated
Edison Company of New York, Inc. (Con Edison) to serve as a guideline for small
and independent power producers in interconnecting generation with the Con
Edison Electrical Distribution System. The handbook contains information con-
cerning the interconnection process from the planning stages through operations.
The company will supplement, on an individual basis, the requirements of this
handbook.


Provisions Applicable to Certain Types of Generation

1.1
Residential customers using solar electric power generation equipment
(Single Phase, 600 V or Less) with a rated capacity of 10 kW or less and
non-residential customers having farm waste generating equipment with a
rated capacity of not more than 400 kW:

The generating equipment must be designed, installed, interconnected,
tested, and operated in accordance with applicable government, industry,
and Company standards. Solar electric generators connected in parallel
with the Companys radial or secondary network distribution systems and
farm waste generators whose generation facilities have a total nameplate
rating of 400 kW or less and are connected in parallel with radial
distribution feeders must comply with the standards contained in the New
York State Standardized Interconnection Requirements and Application
Process (the SIR) adopted by the Public Service Commission, as same
may be modified from time to time. The SIR is set out in Addendum-SIR
to the electricity rate schedule, P.S.C No. 9 Electricity.

Tariff provisions regarding residential solar electric generators and farm
waste electric generators are contained in Rider R Net Metering for
Customer-Generators of the electricity rate schedule. Note that the
Company reserves the right to exclude a power producing facility from
connection to the Companys secondary network systems when the
Company deems it necessary to protect its system, facilities, or other
customers.

1.2 Dispersed Generation 300 kVA or less Connected in Parallel with Radial
Distribution Lines:

Customers with private generation facilities that commenced operation on
or after February 1, 2000, have a total nameplate rating of 300 kVA or
less, and are connected in parallel with radial distribution feeders must
comply with the SIR, as set out in Addendum-SIR to the electricity rate
schedule. The SIR includes information about applying for service, and
about design, interconnection, installation, testing and operating
requirements.

Tariff provisions regarding these types of generators are contained under
Service Classification No. 14-RA Standby Service of the retail access
rate schedule, P.S.C. No. 2 Retail Access.


Requirements for dispersed generation installations connected to the Company
transmission system (greater than 33kV) are covered in a separate handbook.

Throughout this handbook the Consolidated Edison Company will be referred to
as the Company and cogenerators and small and independent power producers
will be referred to as the Customer.




The information contained herein is general and not intended to cover all details
and aspects of a particular case. In case of doubt, the Company should be con-
sulted on the current applicability of any item.


Any information contained in this handbook is subject to change without notifica-
tion and Customers shall verify current applicability of information through written
inquiry to the Company.

2.0
POLICY ON DISPERSED GENERATION - It is the policy of the Company to
permit any Customer to operate their generating equipment in parallel with the
Companys electric system. This can be done whenever there is no adverse
effect on the Companys other Customers, equipment or personnel, while main-
taining the quality of service. Certain protective devices (relays, circuit breakers,
etc.), when specified by the Company, must be installed at all locations where
the Customer desires to operate generation in parallel with the Companys
system.


Although the Companys policy is to allow parallel operation, there may be cases
where due to the location of the Customer or the nature of the Customers pro-
posed operations, the cost of the modifications needed to allow parallel operation

would not make it cost effective. The Company will endeavor to advise
Customers concer
