Second Workshop Results
Nearly 80 of Oceansides community members gathered at the Beach Recreation
Center for the second workshop on April, 30
th
, 2007 at 6:00 pm to influence the
future of the citys waterfront. Many new faces were present who offered a wide
variety of ideas. The community cast their votes and expressed their concerns to
help shape the course of this project. Those who attended were presented with
3 different options for improvements based on the degree of change, ranging
from minimal through moderate to maximum. Each topic was discussed and
then voted on in an effort to gather ideas and opinions regarding the extent of
potential improvements. Additional thoughts were accepted in written form on
the comment cards.
The following is a summary of the responses to the options and the ensuing
comments. (Please note that, while many more people were in attendance, this
was a show of hands vote and not all people voted on every item. Percentages
were rounded so do not always equal 100%. Comments have been paraphrased
to combine similar input.)
Restrooms
Three options were presented to the audience to register the participants interest
with the varying level of restroom modifications.
1. A minimal level of improvements that would involve increased
maintenance, repairs and minor upgrades received 6 votes (13% of those
voting);
2. A moderate level of improvements to add changing areas, beach showers
and new fixtures to the existing restrooms received 17 votes (38% of
those voting);
3. A maximum level of improvement including remodeling or rebuilding the
restrooms and constructing a larger restroom in the core area near the
pier received 22 votes (49% of those voting)

The restrooms garnered much attention, with comments being made
regarding all the facilities and particular concerns expressed by those who
live adjacent to one of the restrooms.
Suggestions were made to remove vending machines and either screen or
remove dumpsters next to restrooms.
Several requests were made to add outdoor showers.
Some people felt that no major construction was needed for the restroom
facilities but that heightened attention to maintenance would be a sufficient
solution.
Design recommendations were suggested to update the restrooms to
todays standards as well as make all stall entrances accessible from
outside of the building.
Some requests were made to keep all current restroom locations, but to
make necessary improvements to current ones.
Some emphasized that restroom improvement should primarily benefit
beach users and that home owners concerns should not downgrade the
function of these public amenities.
Olfactory considerations should be taken into account. One community
member pointed out that this is particularly unpleasant near the Wisconsin
facilities.
The restrooms at Breakwater were a topic of concern due to the high
number of immediate residents in attendance; they identified associated
problems as well as varied ideas about how each problem should be
approached.
Light pollution could be a visual intrusion at night time to those residents
who live near this restroom. Attention was brought to the fact that the
restrooms close at 10 p.m. making these lights unnecessary. Using less
obtrusive lighting and perhaps employing a motion sensor were solutions
presented.
Privacy was another issue of high importance at this location. One
gentleman said that you could see people using the facilities from outside
through holes in the screen wall. The suggestion was to create a screen
that would prevent this.
In the opinion of some, there was concern that having only 2 womens
rooms at this location was not enough. Some said that they would like to
see improvements at the Breakwater Restroom provided the building
footprint was not expanded.
Some argued that the restroom at Breakwater receives a good deal of use
from public who park on Pacific Drive and that their needs are equally as
important as those who reside at North Coast Village.
Being adjacent to North Coast Village, some felt that the Breakwater
restrooms deserve more attention while others claim that seasonal
residents will use their own accommodations facilities and not public
restrooms.

However, others felt that the Breakwater Restroom had relatively
low usage for a large portion of the year. There was concern that changes
to this facility could potentially impact the views for adjacent property
owners. There was a suggestion made to remove and relocate the
restroom. Others felt that adding to facilities would be more wisely done in
core areas such as near the pier. One encompassing recommendation
was to carefully consider the amount of use and delegate improvements
respective to those with the highest demands placed on them.
Amphitheater
Three options for addressing the amphitheater and seating were presented to the
audience to register the participants interest with the varying level of
modifications.
1. A minimal level of improvements that would involve improvements to the
seating and enclosure received 6 votes (19% of those voting);
2. A moderate level of improvements to improve the seating, enclosure,
sound system and stage lighting received 23 votes (74% of those voting);
3. A maximum level of improvement including creating a shade structure
over the bleachers as well as seating, lighting, sound and enclosure
improvements received 2 votes (7% of those voting)
Band Shell
With regards to the Band Shell, the audience looked at three levels of change:
1. A minimal level of improvements that would include painting and repairs to
the existing band shell received 2 votes (5% of those voting);
2. A moderate level of improvements that modified the stage, acoustics,
lighting and existing green room received 18 votes (44% of those voting);
3. A maximum level of improvement that constructed a new band shell and
green room received 21 votes (51% of those voting).
Suggestions varied widely on what should be done with the Amphitheater
and Band Shell, from totally replacing it with a new facility to simply
enhancing the existing amenities.
General maintenance was a concern in this area as well.
Some felt strongly that the amphitheater needs to serve the city and the
region much better as a premier cultural opportunity. This group was in
favor of rebuilding the facility and changing it into a major venue, much
like Humphreys on the Bay.
Many others would like to see minor improvements to the Band Shell but
would like to maintain its historical character. Some suggested that it be
given an aesthetic which would match the pier.
One suggestion was to relocate the police station and construct a large
green room in its place.

It was suggested that any shade structure over the seating area should be
movable and variable, so that it could be put up or taken down depending
on the event.
Most agree that they would like to see additional acoustic improvements at
the band shell; however, opinions vary on the best way to accomplish this.
Many stated that most performers usually provide their own sound
equipment relieving the city of the cost of providing this for the
amphitheater. Some also suggested renting sound and lighting equipment
as an alternative.
Beach Community Center
Three options for addressing the Beach Community Center were discussed to
gauge the communitys interest with varying level of modifications.
1. A minimal level of improvements that would include repair and
maintenance and aesthetic enhancements received 6 votes (15% of those
voting);
2. A moderate level of improvements that in addition to the repair and
maintenance, would also look to improve the plaza and add beach
restrooms received 16 votes (39% of those voting);
3. A maximum level of redevelopment that either added a second level to the
existing center or replaced it with a new building received 19 votes (46%
of those voting)
