Public Utilities Commission of the State of California

Pacific Gas and Electric Company (PG&E) hereby submits for filing revisions to
its electric tariff sheets. The affected tariff sheets are listed on the enclosed
Attachment I.

The purpose of this filing is to submit revisions to gas and electric Standard
Form 79-865--Electric and Gas Monitoring - Meter Pulse Agreement, and
submit new electric Standard Forms 79-959--Meter Retrofit Agreement, 79-
960--Meter Replacement Agreement, and 79-961--Dual Socket Metering
Agreement, in compliance with Decision (D.) 98-12-022, dated December 3,
1998, in OIR 94-04-031/OII 94-04-032.

D. 98-12-022 adopted a joint proposal by School Project for Utility Rate
Reduction/Regional Energy Management Coalition (SPURR/REMAC), Cellnet,
Itron, Coalition of California Utility Employees, San Diego Gas & Electric
Company, Southern Califorinia Edison Company, and PG&E. The joint
proposal sought to allow customers who do not take direct access service to
have access to their usage information. The Commission adopted three options
for the utilities to offer to customers, but only require that the utilities offer two of
the three options. PG&E will offer the following options:

Option 2: PG&E will retrofit (or replace an existing meter with a retrofitted
meter) existing meters to accommodate radio frequencey modules,
telephone based modules, or pulse initiators. PG&E will continue to own the
meter. The retrofit devices will allow customers to access their usage data
from the PG&E meter. In accordance with D. 98-12-022, if the customers
meter is not compatible with any retrofit device, PG&E will facilitate the
installation of an interval meter purchased and owned by the customer.

Option 3: PG&E will install and own dual socket metering hardware to
allow attachment of a customer-owned meter as well as the PG&E meter.
The customer could access its usage data from the second meter.

Option 2 will be implemented through Standard Forms 79-959, 79-865, and 79-
960. Standard Form 79-959 sets forth the terms and conditions between PG&E
and the retrofit device (other than a pulse initiator) provider. The provider must
only enter into one agreement; a list of customer sites is attached to the Public Utilities Commission

agreement and can be updated as the provider adds sites. PG&E will perform
install the retrofit device, remove the existing meter, and install the retrofitted
meter at the customers site. The customer will be responsible for the time and
materials costs of these activities. PG&E will continue to be responsible for the
maintenance and replacement of the retrofitted meter. The customer or
customers agent will own the retrofit devices and be responsible for the
maintenance and costs associated with the retrofit devices, including any
additional costs incurred by PG&E in the use of a retrofitted meter.

Standard Form 79-865

was originally approved by Resolution E-3502, subject
to the condition that this service would not be provided after January 1, 1998, for
customers with maximum demands greater than 20 kilowatts and after January
1, 1999, for customers with maximum demands less than 20 kilowatts. PG&E
believes that D. 98-12-022, which approves the option for pulse metering,
negates this condition. Therefore, Standard Form 79-865 has been revised to
remove the expiration date.

Standard Form 79-960 sets forth the terms and conditions between PG&E and
the customer in the case where a customers existing meter is incompatible with
the above retrofit technology. The customer will provide PG&E with a PG&E-
approved interval meter and PG&E will install it at the customers expense. The
customer will own the meter and PG&E will perform all maintenance and
replacement.

Option 3 will be implemented though Standard Form 79-961. It sets forth the
terms and conditions between PG&E and a customer wishing to install its own
meter in addition to PG&Es meter. PG&E will configure and install a dual
socket arrangement, at the customers expense. The customer will provide
PG&E with a PG&E-approved meter and PG&E will install it at the customers
expense. If requested, PG&E will perform maintenance and replacement at the
customers expense.

This filing will not increase any other rate or charge, cause the withdrawal of
service, or conflict with any rate schedule or rule.

PG&E requests that this filing become effective on February 13, 1999, which is
40 days after the date of filing.

Because Standard Form 79-865 applies to both gas and electric service, the gas tariff is also
hereby modified. However, the changes in the form do not apply to gas service.
