RULES FOR SOUTHWESTERN YOUTH ASSOCIATION (SYA)
SMALL-SIDED SOCCER GAMES
FOR U9-U10 AGE GROUPS PLAYING 7 VERSUS 7

The terms: FIFA refers to the Federation Internationale de Football Association, which
is the world governing body for the sport, and conforms to the requirements of the
Laws of the Game means complies with FIFA Laws of the Game, which can be
downloaded from FIFA website of

LAW 1 THE FIELD OF PLAY
A. Dimensions: The field shall be rectangular in shape with the following dimensions:
60 yards in length, and 45 yards in width.
B. Markings:
1.
Distinctive lines not more than five (5) inches wide.
2.
A half-way line shall conform to the Laws of the Game.
3.
A center circle with an eight (8) yard radius, from the center spot.
4.
Four corner arcs with a two (2) foot radius, from the corner flag.
5.
A penalty area: Bounded by lines drawn fourteen (14) yards along the goal line
from each goal post and fourteen (14) yards into the field of play joined by a line
drawn parallel with the goal line.
6.
A penalty mark: within each penalty area, a penalty mark shall be ten (10) yards
from midpoint between goal posts and equidistant from them
7.
A penalty arc: an arc of a circle with radius of eight (8) yards from penalty mark
shall be outside the penalty area
8.
A goal area: Six (6) yards along the goal line from each goal post and six yards
(6) into the field of play joined by a line drawn parallel with the goal line.
SPECIAL NOTE: For SYA games, a line shall be drawn outside the field, parallel to
and 2 yards from each touch line, ending eighteen (18) yards from each goal line and
shall be intersected by lines at each end at 90 degrees so as to create an open-sided box.
All non-players (i.e., spectators, parents, coaches, assistant coaches, and substitutes) are
required to remain within these lines during the game to ensure safety of players and
officials, and the orderly conduct of the game.
C. Goals:
The goals will be between six (6) feet and seven (7) feet high and eighteen (18) and
twenty-one (21) feet wide

LAW 2 THE BALL: shall conform to the requirements as set forth in the Laws of the
Game, with the following exception. The size of the ball shall be a SIZE 4. SPECIAL
NOTE: The home team shall be responsible for the supplying the appropriate match ball
(s) upon the request of the Referee.
LAW 3 NUMBER OF PLAYERS
A. MAXIMUM NUMBER OF PLAYERS PER TEAM ON THE FIELD
1. Each team shall field no more than seven (7) players, and one of whom shall be a
goalkeeper. The goalkeeper shall be in distinctly different colors from the rest of
his/her teammates. SPECIAL NOTE: GAME FORMAT SHALL BE 7 VS 7.
2. The minimum number of players for each team to be considered a competitive match
is five (5), and one of whom shall be a goalkeeper.
B. MAXIMUM NUMBER OF PLAYERS PER TEAM ON THE ROSTER
1. Eleven (11); exceptions may be granted by the SYA Soccer Commissioner.
C. SUBSTITUTIONS:
A team may make unlimited substitutions upon authorization of the Referee, ONLY
on these following opportunities:
1. On its own team throw-in
2. On any goal kick
3. After a goal has been scored and prior to the kick-off
4. At half-time and prior to the kick-off to start the 2
nd
half
A team may make limited substitutions upon authorization of the Referee, only on
these following opportunities: To replace an injured field player only when that player
is attended to on the field, and/or player(s) bleeding or with blood on their uniform shall
be required to leave the field and may be substituted. Goalkeepers, who are injured and
require attention on the field, may be substituted or may continue to participate in the
game if they are able to do so and provided their injury has been attended
.
The opposing team at the Referees discretion may make a limited substitution on these
opportunities. ONLY ONE FOR ONE FOR THE INJURED PLAYER.
SPECIAL NOTE: A player who has been sent off and shown the red card during the
match shall not be replaced and the team shall play the remainder of the game with a
player short. All substitutes must enter the field from the halfway line, and shall have the
Referees permission to enter the field.

LAW 4 PLAYERS EQUIPMENT shall conform to the requirements as set forth in
the Laws of the Game. All Players shall wear the following equipment to be eligible to
play:
1. Footwear may be tennis shoes, sneakers, or soccer shoes with soft /molded cleats of
plastic or rubber. (METAL, ALUMINUM, OR STEEL CLEATED SHOES ARE
PROHIBITED).
2. Shirts (jersey) and pants (long or short) shall be of the appropriate SYA Soccer
Clubs Approved Colors, and all shirts (jerseys) shall have sleeves.
3. Shin-guards that are of approved material as prescribed in the Laws of the Game and
which offer a reasonable degree of protection. All shin-guards shall be worn inside
the socks, which shall cover the shin-guards completely.
4. Socks, which shall be pulled up to cover each shin-guard, and shall be of the SYA
Soccer Clubs Approved Colors.
SPECIAL NOTES:
Each player shall be expected to come to each practice, scrimmage, and game with a
positive attitude for learning soccer, being a team player, and dressed ready to take the
field of play. Players equipment of footwear, shin guards, and socks covering each shin
guard shall be worn at all practices, scrimmages, and games to ensure the safety of all
players, while the teams official uniform is reserved for games.
Player(s) wearing a cast(s) shall be allowed to play provided that these are wrapped in a
plastic bubble protective or other similar type of covering that offers protection, and
under the condition that the player shall not use the cast in any manner that would
endanger the safety of players on the field. Orthopedic devices such as leg braces are
permitted, provided that, in the opinion of the referee, they pose no danger to the players
on the field.
Player(s) with Headgear for Religious or Medical Reasons: In conformance with
United States Soccer Federation (USSF) instructions, any player who is required to wear
headgear for religious or medical reasons, shall be permitted to play provided a prior
request in writing has been made and permission granted by the Southwestern Youth
Association (SYA) Soccer Commissioner. Additional information for requesting an
exception may be requested. Then, the SYA Soccer Commissioner will provide in writing
the notification for either the approval or disapproval to all pertinent parties.

FAILURE TO COMPLY WITH THE ABOVE PROCEDURES SHALL MEAN
THAT THE PLAYER (S) SHALL NOT BE PERMITTED TO PLAY UNTIL
SUCH APPROVAL HAS BEEN OBTAINED FROM SYA SOCCER
COMMISSIONER FOR PLAYER(S) PARTICIPATION IN ALL PRACTICES,
SCRIMMAGES, AND GAMES.
Players shall not be permitted to play with the following items:
i)
Jewelry of any kind that is visible, including, but not limited to, wrist
watches, earrings, necklaces, rings, bracelets, barrettes, or any such item
deemed by the Referee to be dangerous to the player or to opponents.
ii)
Medical bracelets or jewelry of a clearly religious nature are permitted
provided they are taped, and are not deemed dangerous to the players or
opponents by the Referee.
iii)
Body or facial make-up that is clearly intended to taunt, demean, incite,
or degrade opponents.
LAW 5 THE REFEREE: Each game shall be under the sole authority of a Referee
who shall exercise all the powers and responsibilities as set forth in the Laws of the Game
and whose decisions are final. All Referees shall be currently certified by the United
States Soccer Federation (USSF) and shall be assigned to the game by the SYA Assignor.
The authority of the Referee shall commence from the moment he/she enters the field of
play and end when the players have left the field at the end of the game. The Referee
shall try to explain briefly the reason for any infraction to the offending player, without
unnecessarily delaying the flow of the game.
LAW 6 THE ASSISTANT REFEREES: The Referee shall be assisted either by: (a)
2 Assistant Referees currently certified by the USSF; (b) 2 volunteer assistants (club
linesmen); or (c) any combination thereof. The SYA Soccer Referee Assignor shall
assign all USSF Assistant Referees to the game, and they shall have all the duties and
responsibilities as prescribed in the Laws of the Game. SPECIAL NOTE: Volunteer
or club linemen shall be under the jurisdiction of the Referee and their duties shall
be restricted and limited to only indicating when the ball is in or out of play.
LAW 7 DURATION OF THE GAME
The duration of the game shall be fifty (50) minutes, divided into two (2) equal halves of
twenty-five (25) minutes, and a half-time break of not to exceed five (5) minutes.
SPECIAL NOTES FOR CHANGING DURATION OF THE GAMES:
In Circumstances When Heat Advisories Are Issued By The Washington Council Of
Governments: SYA may issue specific changes to the duration of the games. The
Referee, upon prior consultation with each coach, may either reduce the halves by 10
