Operator controls are grouped and conveniently located
for system operation and there is one set of integrated
system documentation.
The unit control is a digital system that uses a standard
PLC and replaces the old mechanical governor. All functions
associated with the individual turbine unit are performed
including automatic start-up, auto-synchronization, load
control, protection, and shutdown. An off-the-shelf industrial
standard PLC ensures fast, reliable technical support.
Russelectric controls retrofit and automation enhances
the performance of existing hydroturbines while greatly
reducing operating and maintenance costs.
The scope of the retrofit system may include unit controls
(governors), generator controls, low and medium voltage
switchgear, static exciters, SCADA (Supervisory Control and
Data Acquisition), local and remote operator workstations,
and hydraulic system replacement.
Russelectric designs,builds,supervises start-up,and supports
the total system. All components are combined in an integrated
The existing low pressure governor hydraulic system can be
modified or replaced with a new high-performance, medium
pressure system that includes new servomotors and electronic
gate position feedback.
Low and medium voltage switchgear (up to 15kV) can be
furnished to replace old switchgear that is difficult to
maintain and does not meet current UL and ANSI standards
for construction and safety. Static excitation can be provided
to replace aged brush-type DC exciters and obsolete voltage
regulation equipment. These items can be integrated into the
overall retrofit scope for single source system responsibility
and at a significant cost savings versus piece-meal replacement
of the hydro plant equipment.
Russelectric has an extensive, factory-direct field service
organization for start-up and commissioning. In addition, a
variety of training programs is offered including site training
and customized factory training on the customers actual
system prior to delivery. Warranty and ongoing service
support is available on a 24-hour, seven-day-a-week basis
from multiple service centers.

Russelectrics hydroturbine control approach includes the ability
to easily expand the system to include full SCADA functionality.
The unit control PLC (governor) already has full automatic control
and monitoring of all functions associated with its hydroturbine
unit. The PLC I/O can be expanded to include station monitoring
and control functions, including remote I/O for interfacing
with the dam and switchyard. A PC-based workstation (MMI)
communicates with the unit and station PLCs and serves as the
primary operator interface. The workstation consists of a desktop PC
with a large color monitor and color printer. From the workstation,
an operator can start and stop all units, select control modes,
change setpoints, and monitor all of the operating parameters for
the units and the station equipment. The workstation includes
operator-friendly graphics plus alarm recording and historical
trending of all parameters that enable analysis of operating history.
Multiple hydro units within the same station communicate on
a Local Area Network (LAN) to a single operator workstation.
Remote workstations can be furnished to provide for unmanned
operation from another location. This communication can be
via dedicated phone line, microwave, or modem. The remote
workstation will include all of the capability of the local MMI.
A Wide Area Network (WAN) can be used to enable several
hydro stations to be connected to and controlled from a single
remote operator workstation.
