INTRODUCTION

The Rhode Island Airport Corporation (RIAC) is seeking bids from qualified suppliers for the supply of ARFF -
Aircraft Rescue and Fire Fighting Vehicle.

Due date is September 26, 2007 no later that 4:00 PM Warwick local time at the above office. All costs
incurred in connection with responding to this invitation shall be borne by the bidder.




The successful bidder shall hold their price for at least ninety (90) days from response date. A 100%
Performance Bond is required from the successful bidder. Bond is to remain in force for a period not less
than one year after vehicle acceptance.

Delivery is required within 365 calendar days of order at, T. F. Green Airport, 300 Airport Rd. Warwick, RI
02886. All prices quoted are to be FOB delivery location. Payment terms are net 30 days RIAC is Tax
Exempt and a certificate will be supplied as required.

Procedures respecting bids and the selection of Contractors shall be in conformity with Title 37, Chapter 2 of
the General Laws of the State of Rhode Island and RIAC procurement rules.

RIAC reserves the right to waive any irregularities and to reject any and all bids on any basis without
disclosing the reason.

SCOPE

This specification is intended to describe, in general, the size and type of vehicle desired by the Rhode Island
Airport Corporation (RIAC) for the Theodore Francis Green Airport. Bidders must indicate if their bid
complies with each section of the Federal Aviation Administrations Advisory Circular 150/5220-10C
(hereinafter referred to as the A/C), and the additions to the A/C by RIAC. If the bidder is taking exception to
any specification requirement, the exception shall be fully explained on an Exceptions attachment,
referencing the page number and section of the referenced specification. An exception will be considered if it
is equal or superior to the specification. Acceptance of any exceptions will be at the discretion of RIAC.

Items in the specification may refer to specific items or brands, followed by the clause or equal. The items
and brands listed are the preference of RIAC based on common use, departmental compatibility, or industry
standards. Where this clause is used, and the bidder does not intend to supply the item or brand listed, details
of the proposed equal item or brand shall be noted on the Exceptions attachment, referencing the page
number and section of the referenced specification. Alternates that meet the same performance will be
acceptable if determined by RIAC. RIAC will make the final determination on acceptability.

Failure to fully and adequately describe the proposed equipment equal could result in the rejection of the
bid. RIAC reserves the right to accept deviations from the specification, evaluate any and all bids, and to
reject any or all bids when in RIACs best interest. RIACs decision shall be considered final.

Each bidder must submit, with its proposal, a brief summation of vehicles it has manufactured or rebuilt of
similar design and function as the vehicle
