1.0 Information for Bidders

1.1 Purpose and Intent

This Request For Proposal (RFP) is issued by the Purchase Bureau,
Division of Purchase and Property, Department of the Treasury, on
behalf of the State of New Jersey. The purpose of this RFP is to
solicit proposals from qualified bidders providing elevator upgrades
and maintenance for the elevators at the Mary Roebling Building. The
State intends to award a 6-year contract to a single bidder to provide
the services covered by this RFP. The awarded contractor is to provide
the elevator upgrades and to provide full service maintenance while
equipment is being installed (with no charge to the State for
replacement parts and labor) and for a full twelve (12) months after
final acceptance of elevators. Maintenance is to be provided for an
additional five (5) years at the monthly rates submitted on the price
sheets. The contract resulting from this RFP will be limited to use by
the Division of Property Management & Construction (DPMC).

The intent of this RFP is to award a contract to that responsible
bidder whose bid, conforming to this invitation for bids, is most
advantageous to the State, price and other factors considered.

The specification is intended to cover the modernization and
installation of new components of the elevator plant. They outline
broadly the equipment required, but do not cover all the details of
design and construction. Such details are recognized to be the
exclusive responsibility of the contractor.

In all cases where a device or part of the equipment is referred to in
the singular number, it is intended that such references shall apply
to as many devices as are required to complete the installation.

The contractor shall examine the specifications and all drawings
relating to this work and become fully informed as to its extent and
character and its relation to the work or other trades. The contractor
shall consult the drawings and be familiar with all the details of the building construction and note conditions which may affect his portion
of the work.

1.1.1 Standards

All work shall be in accordance with the requirements of the most
recent applicable edition of the National Electrical Code, the
American Standard Safety Code for Elevators, Dumbwaiters, and
Escalators, ANSI/ASME A17.1 latest edition, ANSI/ASME A17.2 Inspectors
Manual, CABO A117.1 Standards for the Handicapped as modified by the
State of New Jersey, and any and all local authorities having
jurisdiction which may govern the requirements of the installation.
Comply with the current edition of the BOCA Code, as adopted by the
State of New Jersey, and all other codes named in the specifications
for this work. ADA rules also apply.

Equipment and materials shall be new and listed by the Underwriters
Laboratories, Inc., manufactured in accordance with ASME, NEMA, ANSI,
or IEEE Standards, and approved by the local authorities having
jurisdiction.

Provide all vertical transportation equipment in this section from the
same manufacturer, wherever possible.

Elevator graphics visible to the public shall match the design of the
building graphics.

Terms used herein shall have the meaning as used and defined in the
A17.1 Safety Code.

1.1.2 Coordination

Various items of apparatus and equipment have been set under previous
contracts. The contractor shall familiarize himself with the existing
conditions and shall survey and examine these existing conditions.

Due to the type of the installation, a fixed sequence of operations is
required to properly install the complete vertical transportation systems. Closely schedule the work so that the work will be installed
at the proper time and in the proper sequence without delaying the
completion of the entire project.

Carefully check the existing elevator space conditions to insure that
equipment can be installed in the proper sequence in the space
allotted.

Carefully check existing car frames to ensure added features are
compatible and can be accommodated in existing space conditions.

1.1.3 General Responsibilities

The work throughout shall be executed in the best and most thorough
manner and to the satisfaction of the project manager for the State of
New Jersey, who shall have the power to reject any work materials
which, in his judgement, are not in full accordance with the contract
or its intent.

The contractor shall be responsible for his work until its completion
and final acceptance and shall replace any portion which may be
damaged, lost or stolen, without additional cost to the owner. He
shall protect the building, and its contents, against damage by him,
his employees or subcontractors, and shall make good any damage
without additional cost. The contractor shall indemnify, defend and
save harmless the State of New Jersey, the architect, and the engineer
from and against all liability for damages arising from injuries or
disabilities to persons or damage to property occasioned by any act or
omission of this contractor or any of his subcontractors, including
any and all expenses, legal or otherwise, which may be incurred by the
State of New Jersey, the architect, or the engineer in the defense of
any claim, action or suit.

The contractor shall complete his work as fast as reasonably possible;
he shall, at all times, keep a competent foreman in charge of the
work, and shall facilitate its inspection by the State. He shall
arrange any rubbish caused by his work in orderly piles for prompt
removal. Removal to be done by the contractor.
Except for such changes as may be specifically approved by the State
of New Jersey in accordance with alternates or options stated
hereinafter, all work must be in full accordance with the intent of
the contract documents, complete in every way and ready for
satisfactory and efficient operation when delivered for final
acceptance.

The contractor must guarantee that the materials and workmanship
supplied under these specifications will be of the best grade, that
the apparatus will be erected in a practical and first class manner in
accordance with the best practices, and that it will be complete and
ready for full operation. It is specifically intended that all
material or labor which is usually provided as part of such equipment
as is called for and which is necessary for its proper completion and
operation shall be provided as part of this section without additional
cost - whether or not shown or described in detail in the contract
documents.

The contractor shall thoroughly acquaint himself with the work
involved, and must verify at the building all measurements necessary
for the proper installation of his work. He shall also be prepared to
promptly furnish any information relating to his own work necessary
for the proper installation and shall cooperate to secure the best
