East-West Gateway Council of Governments is seeking bids for the following types of equipment:


Personal Protection Equipment - for response to a chemical threat or Weapons of Mass Destruction
(WMD) incident involving a chemical release.

Explosive Device Mitigation & Remediation Equipment used when responding to a threat or WMD
incident involving an explosive device (i.e., letter, package, backpack, or car bombs, etc.).

Detection Equipment sophisticated air monitoring equipment that senses toxic chemicals used in a
WMD incident. This category includes radiation surveying equipment.

CBRNE Incident Response Vehicles Police and Fire agency emergency response vehicles, i.e., rescue
type vehicles, command posts and tow vehicles.

In order to ensure that all potential respondents receive the same information relative to the vehicle solicitations,

Terms and Conditions

Two copies of the bids (one original and one marked as copy) should be submitted to East-West
Gateway Council of Governments, Attn: ED, 1 Memorial Dr, St. Louis, Mo 63102 by 5:00 p.m. on the
date listed in the equipment specifications.

East-West Gateway Council of Governments reserves the right to reject any and all bids or parts of a
bid, waive technicalities, and to adjust quantities and/or delivery addresses.

The vendor must guarantee the bid prices for a period of 90 days.

A representative of the company/person submitting the bids must sign the bid.

The bid must clearly indicate the applicable item number (found in the Councils equipment
specifications) for each item included in the bid.

All prices and notations must be in ink or typewritten on the bid. Mistakes must be crossed out,
corrections typed adjacent and must be initialed in ink by person signing the bid.

The equipment specifications may require additional information to be included in the bid package. All
such required items must be addressed in the bid package.

All bids will be considered final. No additions, deletions, corrections, or adjustments will be accepted
after the time of the bid deadline.

Vendor must provide estimated delivery schedule.

All delivery costs or charges shall be included in the F. O. B. destination bid price.

City, County, and State of Missouri Sales Taxes are not applicable to sales made to East-West Gateway
Council of Government and must be excluded. Sales tax exemption documentation will be provided to
the successful vendor.

Vendors are required to clearly identify any deviations from the specifications in this document.
Sealed proposals received after the designated time of the receipt of the sealed proposals will be
considered as No Bid and will not be opened.

Vendor must not be presently debarred, suspended, proposed for debarment, declared ineligible, or
voluntarily excluded from covered transactions by any Federal department or agency.

Chemical Protection Boots
Boots must meet and
surpass protective footwear requirements for 21 hazardous
chemicals. In addition, boots must protect against degradation
from animal fats, acids & bases, alkalis oil, and petroleum
hydrocarbons. The manufacture process must be of injection-
molded seamless outer construction with removable
polypropylene inner sole. Boots must contain a blown closed
cell for midsole cushioned comfort and have a steel midsole
that meets or exceeds CSA Z195-M for sole and heel puncture
resistance. Foot area must accommodate the extra bulk of an
encapsulated suit and have sturdy stretch closures for easy
donning and doffing while wearing chemical protective gloves.
Boot Height must be 11 in. (28cm), color is bright orange upper
and contrasting beige outsole for high visibility. Boot must have
a Steel shank that meets NFPA 1991, 1994 edition Ladder
Shank Bend Resistance Test and Steel toe that meets or
exceeds ANSI Z41 PT99 M I/75 C/75 for impact and
compression. Boots must also meet and surpass ANSI Z41
PT99 EH for electrical hazards.

Canberra Radiological Radiac Radiation Monitors,
Model MRAD113 or an Acceptable Equal --
Containing a large, backlit LCD display with alarming capability
that annunciates by a flashing display, loud audible signal and
optional, vibration of the unit when user-set dose rate or total
dose alarm levels are exceeded. The alarm levels must be
separate as both dose rate and total dose. Both dose rate and
total dose readings must be measured in Roentgen units and
be
accurate to ±15% over the entire dynamic range.


The unit must have the capability to show stay time that
shows the wearer how much time (at the current dose rate)
338 he/she can remain in place before a high dose alarm is
reached.

Unit must measure and display radiation dose rates and
total dose and be designed to operate in extremes of
temperature, shock, humidity, dust, immersion and radiation.

Operational mode should include operable and readable
capability by personnel in fire fighting or HAZMAT protective
gear.

Use standard AAA batteries and be 10.5 inches in length
and weigh 9.5 ounces. Unit must have a low life cycle
calibration stability and automatic self-calibration, with
Time-to-Count technology for wider dynamic range It
should include data logging capability to 300 points and be
derived from military qualified AN/UDR-13 Radiac Set. Unit
must be made of Die-cast aluminum and available in yellow.
