The Louisiana Department of Transportation and Development (LA DOTD), along with its
program management partner Louisiana TIMED Managers (LTM), is announcing the LA
DOTDs intent to enter into a Design-Build procurement with a single legal entity,
hereinafter referred to as the Design/Builder (D/B), possessing both professional
engineering design capability and qualified construction contracting capability, for the St.
Francisville Mississippi River Bridge crossing and approaches (Project).




The proposed Project is a part of Louisianas Transportation Infrastructure Model for
Economic Development (TIMED) Program. The proposed Project is a Mississippi River
crossing with approaches, connecting LA 10 on the west bank of the Mississippi River in
Pointe Coupee Parish to US 61 on the east bank just south of St. Francisville in West
Feliciana Parish.

The major elements of the approximately 14.6-mile Project as currently proposed include a
cable stayed, four-lane main span bridge, high and low approach spans, low level bridges
both east and west, and approximately 10 ½ miles of roadway. The proposed mainline
facility includes the following key features:

Cable-Stayed Main Span Structure: Providing 65-feet vertical clearance above
the Mississippi River with a 1,400 foot nominal main span providing a minimum
horizontal clearance of 1,280 feet and approximate anchor spans of 650 feet.

Pointe Coupee Approaches: Approximately 6.15 miles of mainline roadway
approaches with approximately 3,500 feet of main line bridge approach structure
and additional mainline bridges over a railroad spur of approximately 4,050 feet
and over Portage Canal of approximately 150 feet.

West Feliciana Approaches: Approximately 1.9 miles of mainline roadway
approaches with approximately 7,015 feet of main line bridge approach structure
and additional mainline bridges of approximately 670 feet and 1,075 feet over
Grants Bayou, and 625feet, 415 feet, and 585 feet over East Fork Grants Bayou.

Miscellaneous Roadway Elements: The following additional roadway
improvements are included as part of the overall Project:
Approximately 1.02 miles of rural roadway of two lane connector for LA 981.
Approximately 0.37 miles of rural roadway for relocated LA 981.
Approximately 0.38 miles of rural roadway for old LA 10.
Approximately 0.28 miles of rural roadway for relocated Delta Place.
Approximately 0.12 miles of rural roadway for Major Parkway.
Approximately 0.33 miles of rural roadway for relocated LA 10 / LA 1.

The anticipated contract award and completion dates for the Project are November 2005
and November 2009, respectively. The estimated total construction cost of the Project is
$200 million. Currently, the National Environmental Policy Act (NEPA) process, with the
United States Coast Guard as the lead federal agency, is 98% complete. The LA DOTD
anticipates obtaining all required permits and will commence Right-of-Way (ROW)
acquisition before the close of 2004.

A single D/B will be selected for the entire Project. The selection process will consist of
two phases. Responses to this Notice Of Intent (NOI) and the following Request For
Qualifications (RFQ) will be evaluated to establish a short-list of proposers that will be
invited to submit proposals in response to the Request For Proposals (RFP). The selection
process will evaluate the ability of the proposers to plan, design, construct, and control this
Project to provide a quality product, on or ahead of schedule, for a reasonable lump sum
price.

The Louisiana Department of Transportation and Development is seeking a D/B that is
committed to quality; has proven experience in the management, design, and construction
of cable stayed bridge projects; will bring innovative approaches to the Project; will ensure

timely completion; and is willing to partner with the LA DOTD and LTM for the mutual
success of the Project.

The anticipated release date of the RFQ is December 15, 2004. A Letter Of Interest (LOI)
and Statement Of Qualifications (SOQ) in response to the RFQ will be due on February 28,
2005.

Those firms that request a copy of the RFQ will be invited to attend a Project informational
meeting in Baton Rouge, Louisiana, anticipated to be on January 19, 2005. The time and
location of the Project informational meeting will be forwarded to the firms by Mr.
Cumbaa. Firms that request the RFQ will be placed on a list of interested firms that will be
placed on the TIMED program Web site (
www.timedla.com
).

This is a Transportation Infrastructure Model for Economic Development (TIMED) funded
project and over the course of performing the work according to Louisiana R.S. 47:820.3,
at least 80% of the work must be performed by Louisiana residents. The definition of a
Louisiana resident is a person who has resided in this state for at least 180 consecutive
days at the time of initial employment, as evidenced by a valid Louisiana Motor Vehicle
Operators license or bills for utility service.

Please note that under Louisiana state law, one or more of the principals of the single legal
entity with which the LA DOTD will contract for services must be licensed, as appropriate,
with the Louisiana Professional Engineering and Land Surveying Board and the State
Licensing Board for Contractors prior to the closing date for submittal of LOIs and SOQs
to the LA DOTD. A single legal entity is a corporation, a Joint Venture, or a partnership.
Interested firms are advised that the licensing application processes for the Louisiana
Professional Engineering and Land Surveying Board and the State Licensing Board for
Contractors will take a minimum of 75 days.

Please note that in accordance with the laws of the State of Louisiana, if a single legal
entity is not licensed appropriately prior to the close date for the LOIs/SOQs, that
entity will not be eligible for consideration for selection for this Project.
