emission limits and the emission monitoring, recordkeeping, and reporting requirements of these
regulations into the MSOP. The Department is also incorporating three (3) cleaner burning, higher
horsepower auxiliary generator units (Emission Unit Nos. 022-024) and removing the three (3)
existing auxiliary generator units (Emission Unit Nos. 017-019) from the MSOP.
Transco operates a compressor station for the transmission of pipeline natural gas. The significant
sources of air pollutants at this facility are seven (7) 2,500 Hp Cooper natural gas-fired
reciprocating engines (Mainline Unit Nos. 1-7), two (2) 2,625 Hp Cooper natural gas-fired
reciprocating engines (Mainline Unit Nos. 8 and 9), four (4) 3,400 Hp Cooper natural gas-fired
reciprocating engines (Mainline Unit Nos. 10-13), two (2) 5,500 Hp Cooper natural gas-fired
reciprocating engines (Mainline Unit Nos. 14 and 15), one (1) 14,344 Hp Solar natural gas-fired
turbine (Mainline Unit No. 16), three (3) auxiliary 498 Hp Caterpillar natural gas-fired reciprocating
engines (Auxiliary Unit Nos. 1-3), and two (2) 100 Hp Waukesha natural gas-fired air compressors
(Air Compressor Unit Nos. 1 and 2). Insignificant emission sources at this station include a gas
starter, lube oil vents, pipeline blow downs, and degreasers.
Background: NOx SIP Call-Phase II Rule
The Department adopted ADEM Admin. Code R. 335-3-8-.04 into its regulations on March 22,
2005, as required by Phase II of EPAs NO
X
SIP Call. Transco operates fifteen IC engines at this
facility which is located in Randolph County, one of the affected counties under the NOx SIP Call.
Mainline Unit Nos. 1 through 6 and Nos. 8 through 15 were identified as large IC engines in the
inventory. Transco installed High Pressure Fuel Injection (HPFi) technology on thirteen engines
(Mainline Unit Nos. 1 through 6, 8 through 12, and 14 and 15) and one small engine (Mainline
Unit No. 7) in order to reduce NOx emissions and achieve compliance with the Phase II Rule in
Alabama. These modifications were authorized in Air Permit Nos. X005 through X018 issued June
17, 2005, and the emission limits, emission monitoring, recordkeeping, and reporting requirements
from these permits will be incorporated into the MSOP.
Support equipment for the HPFi technology increased the electrical demand at the facility. Transco
replaced the three existing auxiliary generators (Emission Unit Nos. 017-019) with three
cleaner-burning generators with greater horsepower. The new generators would be incorporated as
Emission Unit Nos. 022, 023, and 024.
Emission Testing and Monitoring
The current MSOP requires Transco to conduct semiannual emission testing on Mainline Unit Nos.
14 and 15 in order to demonstrate compliance with the NO
X
emission limits applicable to these
engines. Monitoring proposed for Mainline Unit Nos. 14 and 15 would remain semiannual Page 2 of 2
emission testing since their NO
X
emission rates were unchanged. The monitoring for Mainline Unit
Nos. 1 through 12 includes emissions testing for NOx once per calendar year during any calendar
year in which the engine is operated for production. Beginning in 2007, should an engine operate
for production during an ozone season, the MSOP would require that emission testing for NO
X
be
conducted during the ozone season or within the six-month period preceding the first day of the
start of ozone season as allowed by ADEM Admin. Code R. 335-3-8-.04(6)(a). Annual emission
testing could be conducted using a portable analyzer. Initial compliance testing was conducted for
these units in October 2006 to determine compliance with the NOx emission limits established in
Air Permit Nos. X005-X018.
Recordkeeping and Reporting
ADEM Admin. Code R. 335-3-8-.04 specifies recordkeeping and reporting requirements for
sources subject to Phase II of the NO
X
SIP Call. These requirements will also be incorporated into
the MSOP.
Recommendation
I recommend that Transcos current MSOP be modified as indicated above pending the resolution
of any comments received during a 30-day public comment period or 45-day EPA review period.

amended, Ala. Code 1975, Ё22-28-1 to 22-28-23 (1997 Rplc. Vol. and 2006 Cum. Supp.) (the "AAPCA")
and the Alabama Environmental Management Act, as amended, Ala. Code 1975, Ё22-22A-1 to
22-22A-15, (1997 Rplc. Vol. and 2006 Cum. Supp.) and rules and regulations adopted thereunder, and
subject further to the conditions set forth in this permit, the Permittee is hereby authorized to construct,
install and use the equipment, device or other article described above.

Pursuant to the Clean Air Act of 1990, all conditions of this permit are federally enforceable by EPA,
the Alabama Department of Environmental Management, and citizens in general. Those provisions
which are not required under the Clean Air Act of 1990 are considered to be state permit provisions and
are not federally enforceable by EPA and citizens in general. Those provisions are contained in separate
sections of this permit.
