NOTICE Chair Barbara Jumper accepted the resignation of the Black Caucus Vice Chair, Henry Mosley, and appointed Lisa Marie Harris as Vice Chair.
GFOA Black Caucus Business Meeting January 18, 2007 D R A F T - Minutes
Ms. Barbara Jumper, chair of the Government Finance Officers Association's (GFOA) Black Caucus, welcomed all participants and called the meeting to order at 8:15 a.m. on January 18, 2007. Ms. Jumper presided over the meeting with assistance from Caucus secretary, Lisa Harris. Ms. Jumper recognized Mr. Thomas Glaser, president of GFOA, who thanked the Black Caucus members for their active participation in GFOA and for attending the winter meeting. Ms. Jumper also acknowledged GFOA past-president, Ms. Carla Sledge, who encouraged Caucus members to apply for a position on GFOA's Executive Board. Ms. Jumper then recognized GFOA president-elect, Mr. Charles Cox, as well as Executive Director, Mr. Jeff Esser and staff liaisons, Ms. Susan Gaffney and Ms. Barrie Tabin Berger. A motion was made and second to approve the minutes from the May 7, 2006 meeting of the Black Caucus, which was held in Montreal. The motion passed and the minutes were approved. Ms. Jumper then introduced the guest speaker, Dr. Elsie Scott, interim director of the Congressional Black Caucus Foundation (CBCF). Dr. Scott reviewed the history of the Congressional Black Caucus, and the Foundation, and discussed how one of their most significant missions to date is to create a "next generation of leaders." She discussed many of the programs the CBCF offers for students and young professionals, and suggested that there might be opportunities for the GFOA's Black Caucus to work with her organization on these initiatives. After Dr. Scott's presentation concluded, Ms. Jumper led the membership in a discussion of the group's Web site and newsletter, requesting volunteers to work on both. She also reminded members to plan for the upcoming GFOA annual conference in Anaheim, California in June 2007. Ms. Jumper then asked all attendees to introduce themselves, and adjourned the meeting at 9:00 a.m.
