Quarterly Report for Capital and Maintenance Projects
December, 2006
With almost two years of funding from the voter-approved 1 cent additional sales tax, El Paso
County has made significant progress on its capital projects and maintenance programs.
Maintenance Curb, gutter and sidewalk
Work was done on Peterson Road, Piros Drive, Leoti Drive, Shawnee Drive, Bismark Road,
Waynoka Road, Omaha Boulevard, Horizon View Drive, Crestridge Avenue, Syracuse Street,
Drury Lane, Defoe Avenue, Loomis Avenue, Caballero Drive, and Maxwell Street.

In 2006 El Paso County DOT spent $933,415.27 on surface drainage concrete projects
including removal of curb, gutter and sidewalk, asphalt removal and new paving, new concrete
pavement, new sidewalks, curb and gutter, and pedestrian ramps. A complete list of these
projects follows the end of this report. Maintenance paving
A total of $3,363,561.33 has been spent on paving projects in El Paso County in 2006. We
paved 38 roads for a total of 29.30 miles. The roads listed below have been paved, and a
complete list follows the end of this report.

The El Paso County DOT is currently working on eight projects from the A list of the voter-
approved list of projects:
Baptist Road Widening
Project cost: approximately $10.2 million dollars
Invoiced through October 2006 $1,120,560.05

Construction began in June and we are about 12% complete. Baptist Road will be widened to a
four-lane arterial road from Baptist Road at Jackson Creek Parkway, to just east of Tari Drive for
Phase One.
Work complete
The utility relocations, stormwater infrastructure installation, grading and dirt work have
been completed, and half the drainage structure is installed at Gleneagle.

There is a tentative installation of a 3

party sewer line by Tri-View Metro district and
John Laing Homes. We have begun construction of wetland areas and preliminary grading for
completion of the frontage road access. Marksheffel Road Widening and Extension
Project cost: approximately $13.4 million dollars
Design Contract: Awarded to Wilson & Company $931,443.47

This project is currently in the design
phase.
This 11-mile project will widen Marksheffel Road to four lanes from two miles south of the
intersection of State Highway 24 to Black Forest Road, and will function as an urban principal
arterial.
Work completed
The corridor preservation plan has been completed and approved by the Board of County
Commissioners. Approval from the City of Colorado Springs is pending. A survey of the entire
corridor has been completed, as have preliminary right-of-way maps.
Work in progress
The initial design/construction contract will be for a 3.5 mile stretch, from Dublin to
Constitution. Preliminary design has begun. As part of this effort, the consultant will further
identify right-of-way requirements and evaluate traffic, drainage, and environmental issues
associated with the project as well as prepare preliminary designs and estimates.
Hodgen Road Corridor Design
Project cost: approximately $15.4 million dollars
Design contract: Awarded to URS Corporation $575,920.00

Typical site distance problem This project will undertake corridor planning and preliminary design for Hodgen Road from State
Highway 83 to Elbert Road.
Work in progress
Data collection and preliminary analysis is underway. The consultant has prepared a draft
access management plan, which is under review. Preliminary analysis of drainage, traffic,
environmental issues and right-of-way issues has begun. The consultant will also evaluate
alternatives and develop conceptual designs for the corridor.
URS and El Paso County staff presented preliminary design concepts to other county
departments including Development Services and Parks, and the County s Highway Advisory
Commission, in order to gain valuable input.

Project cost: approximately $2 million dollars

Construction is approximately 30% complete on this1.25 miles of two-lane paved roadway.
Once completed, the paved roadway shoulders will be constructed for use as bike lanes, and an
off-roadway gravel trail will also be constructed for approximately half the project length.

Trees have been cleared and the grading and drainage is complete on the roadway
section for Phase I.
Akers Drive
Project cost: $1,940,000 million dollars
Prime construction contractor: Pioneer Sand Company

The Akers Drive project will be completed this year, weather permitting, with construction of
approximately 4,000 feet of new roadway. The road will function as an urban industrial collector
with curb and gutter, and will include two lanes with a continuous center turn lane. To date this
project is 80% complete. The completed project will relocate industrial access to various
properties from Marksheffel Road to Akers Drive, improving access conditions on Marksheffel
Road. This improvement will also provide safer turning movements for the El Paso County DOT
facility vehicles into the DOT Marksheffel yard.

Paving is in progress and is being performed by Rocky Mountain Asphalt, Inc., whose
contract amount is $746,000.00.
South Academy Boulevard Improvements
Project cost: approximately $14 million dollars
Design contract: Awarded to DMJM+Harris $915,023.00

This project will increase capacity and improve traffic operations in the South Academy
Boulevard corridor between I-25 and SH-115. Administrative control and maintenance
responsibility for this corridor was recently transferred from CDOT to the County as part of the
Powers Swap Agreement. Work completed
Final design on the Westmeadow Bridge has been completed. Bids on this first contract
are due on December 12
th
. A System Feasibility Study for the process related to bridge crossing
and interface at SH-115 has been submitted to CDOT.
Work in progress
Preliminary design for the remaining two bridges and highway expansion are in progress.
The conceptual design for a future interchange in the vicinity of Pikes Peak Community College
and B Street (entrance to Fort Carson) are also underway. A Request for Proposals has been
issued for construction management services , and proposals are due in early December.
County Line Road
Project cost: approximately$2.4 million dollars
Design contract: Awarded to Stantec Corporation $268,556.00

This is a safety improvement project for County Line Road between I-25 and Furrow Road,
including adding shoulders and vertical and horizontal improvements. This project requires
coordination with Douglas County, as some of the proposed improvements may require right-of-
way from property in Douglas County.
Work in progress
Conceptual design of horizontal and vertical alignment improvements to bring
substandard sections of the road up to standard is proceeding. Coordination with utility
companies and with Douglas County has been initiated. Additional right-of-way requirements
are being investigated. The El Paso County Development Services Department has briefed the
design team on proposed development by Misty Acres, just east of I-25 and south of County
Line Road. They are in the pre-proposal stage, and we continue to monitor developments so
that projects will be coordinated. Improvements to align the intersection at Furrow Road and
