City of Marietta 2005 SPLOST Update July 3, 2008 The City of Marietta has commenced implementation of most of the transportation improvement projects approved in the 2005 SPLOST. Several major projects are under design, several projects are in the right of way acquisition stage, utility relocation is in progress on Roswell St. to accommodate upcoming improvements, the City completed construction of several project, and the City expects to commence construction of additional projects this year. The following briefly describes the status of each SPLOST project currently being implemented by the City of Marietta. Kennesaw Mountain to Chattahoochee River Multi-Use Trail and Marietta Multi-Use Trails This project consists of several multi-use trail segments including: Tower Road to N. Marietta Parkway Marietta Station Walk to S. Marietta Parkway Pedestrian Bridge over S. Marietta Parkway West Dixie Avenue to S. Cobb Drive The trail segments are proposed to be 10 feet wide off-street facilities. The project is partially funded by State Transportation Funds. The Concept Report has been approved by the Georgia DOT and the environmental document is being prepared. The alignment between N. Marietta Parkway and S. Marietta Parkway is being reconsidered due to CSX Railroad right of way issues. Right of way acquisition is scheduled to commence in 2009, and construction is scheduled for 2010. Roswell Street (Olive Street to Fairground Street) This project consists of improving Roswell Street from Olive Street to Fairground Street to provide two eastbound lanes and two westbound lanes. Design of the proposed improvements is substantially complete. Right of way acquisition is in progress. Marietta Power is in the process of converting existing overhead utility facilities to underground facilities to improve the appearance of the corridor. Construction of the roadway improvement project is scheduled to commence in 2008. Construction of this project will be coordinated with the proposed streetscapes project proposed for the Roswell Street Corridor. Roswell Street (Victory Drive to Cobb Parkway) This project consists of improving Roswell Street to provide 4 lanes with an 18' landscaped median, 8' sidewalks, street trees, and pedestrian level street lights from Victory Drive to Cobb Parkway. A Public Information meeting was conducted to present the project concept in February 2007. Design of the proposed project is in progress. Some parcels that were available along the corridor have been acquired on an accelerated schedule. Construction is scheduled to commence in the summer of 2009. Construction of this project will be coordinated with the proposed streetscapes project proposed for the Roswell Street Corridor. 1 Roswell Street Streetscapes This project consists of pedestrian oriented improvement along Roswell Street from Park Street to the Square. The project includes improved sidewalks, street trees, and street lights. The plans have been approved by GDOT for right of way acquisition. Marietta Power is in the process of converting existing overhead utility facilities to underground facilities to improve the appearance of the corridor. Right of way and construction easement acquisition is in progress. Construction of Phase 1 of the streetscapes project (from Waddell St. to Rock Street) will commence this year once the right of way acquisition is complete. N. Fairground Street (Allgood Road to N. Marietta Parkway) This project consists of improving N. Fairground Street to provide 4 lanes with an 18' landscaped median and 8' sidewalks from Allgood Road to N. Marietta Parkway. The project includes modifying the intersection of Allgood Road at N. Fairground St. to provide a traffic circle. A Public Information meeting was conducted to present the project concept in February 2007. Design of the proposed improvements is currently in progress. Some parcels that are available along the corridor will be acquired on an accelerated schedule. Construction is scheduled to commence in early 2009. N. Fairground Street (N. Marietta Parkway to S. Marietta Parkway) This project consists of improving N. Fairground Street to provide 4 lanes with an 18' landscaped median at S. Marietta Parkway and Roswell Street. The project also includes 6' sidewalks on both sides of the road. The project will also include Gateway improvements at the intersections with S. Marietta Parkway and Roswell Street. A Public Information meeting was conducted to present the project concept in February 2007. Design of the proposed improvements is currently in progress. Some parcels that are available along the corridor will be acquired on an accelerated schedule. Construction is scheduled to commence in the fall of 2009. Sidewalk and Multi-Use Trail Construction Design is complete for Phase 2 and right of way acquisition is in progress. Phase 2 will be constructed after the right of way has been acquired. The Georgia DOT Local Assistance Road Program (LARP) resurfacing will be implemented by the GDOT in 2008. Marietta Parkway to the proposed Powder Springs Road Connector intersection to include 4 lanes with a landscaped median, 8' sidewalks, street lights, streets trees, and other streetscape elements. A Public Information Meeting to present the project concept and to obtain comments from interested citizens was conducted in May 2007. Design of the first phase of the project (Chestnut Hill Road to Sandtown Road) is complete and plans have been submitted to the GDOT for review. Right of way acquisition activities will commence after the first review by the GDOT. Lower Roswell Road at Roswell Road This project consists of construction of a right turn lane on Lower Roswell Road at Roswell Road. The design is complete and right of way acquisition is in progress. Construction is scheduled to commence in 2008. General Streets and Drainage Improvements The current project includes extension of the westbound right turn lane on Polk Street at Burnt Hickory Road. Powers Ferry Road at S. Marietta Parkway This project consists of constructing a southbound right turn lane on Powers Ferry Road at S. Marietta Parkway. Design is substantially complete, and the plans have been submitted to the GDOT for review. Construction is scheduled to commence in 2008. S. Marietta Parkway at SPSU Campus This project consists of construction of a median and improved turn lanes into the Southern Polytechnic State University campus main entrance on S. Marietta Parkway. The project includes a new traffic signal at the campus entrance. The project is being coordinated with the SPSU master plan improvements. Construction is scheduled to commence in July 2008. Wylie Road Sidewalks This project consists of construction of a sidewalk along a portion of the east side of Wylie Road (between Augusta Drive and New Hope Road). The design is in progress. Construction is scheduled to commence in 2009. Franklin Road (S. Marietta Parkway to Delk Road) This project consists of improving Franklin Road from S. Marietta Parkway to Twin Brooks Drive to provide four 11 ft. lanes with an 18 ft. median (reduced to a 14 ft. median where possible) and 8 ft. sidewalks on both sides of the road. In addition, the project includes intersection and sidewalk improvements at Delk Road. Concept development is currently in progress. A Public Information meeting will be conducted to present the project concept and obtain citizen input in 2008. Construction is scheduled to commence in the summer of 2009. 4 Franklin Road at Delk Road This project consists of construction of right turn lanes on the northbound and southbound approaches to Delk Road. This project will be designed and constructed with the Franklin Road Improvements from S. Marietta Parkway to Delk Road project. Kennesaw Avenue This project consists of reconstructing Kennesaw Avenue from Tower Road to the CSX Railroad right of way. The proposed project includes replacement and repair of the existing curb and gutter and sidewalks, improving the existing storm drainage system, and milling and resurfacing the existing pavement. The roadway is not proposed to be widened or realigned. A public information meeting for this project was conducted in November 2007. This project will be coordinated with the replacement of the Kennesaw Avenue bridge over Noses Creek. The project is scheduled to be constructed in the summer of 2009. Kennesaw Avenue Bridge over Noses Creek This project consists of construction of a new bridge to replace the existing bridge on Kennesaw Avenue over Noses Creek. The proposed bridge dimensions will include sufficient width to accommodate two lanes with minimum shoulders and a 6 ft. wide sidewalk on the west side of the roadway. The roadway may be closed to through traffic during construction of the new bridge. This project will be completed with the Kennesaw Avenue Improvements project. Powder Springs Road Sidewalks (CO-AR-BP215) This project consists of constructing a 10' wide off-road, multi-use bicycle and pedestrian side path along the eastern side of Powder Springs Road from Chestnut Hill Road to County Services Parkway. The proposed project includes the provision of bike racks, bicycle signage, pedestrian lighting, and pedestrian crossings at several intersections along the corridor. The proposed multi-use path improvements will be coordinated with the streetscapes project currently being designed between Chestnut Hill Road and Garrison Road. Design is in progress. Construction is scheduled to commence in 2011. S. Marietta Parkway Median and Sidewalks This project consists of improving S. Marietta Parkway between Powder Springs Street and the Kennesaw Avenue Overpass to provide four 11 ft. lanes with a 20 ft. median and 8 ft. sidewalks on with 10 ft. wide brick sidewalks at the intersection radii. The project is to be developed in a manner that is consistent with the recommendations included in the Envision Marietta study. Design is in progress. Construction is scheduled to commence in 2009. Lake Drive at S. Marietta Parkway This project consists of construction of a southbound right turn lane on Lake Drive at S. Marietta Parkway to provide dedicated lanes for left turn and right turn movements onto S. Marietta Parkway. The turn lanes are proposed to be approximately 150 feet long. In addition, the project includes expanded curb radii at the intersection to allow for turning movements by large trucks. The project also includes installation of a new traffic signal at the intersection. Design is complete and plans have been submitted to the GDOT for review. Construction is scheduled to commence in 2008. Church Street at N. Marietta Parkway 5 This project consists of construction of a southbound left turn lane on Church Street to eastbound N. Marietta Parkway. The new turn lane on Church Street is proposed to extend from the Old Page Street right of way to N. Marietta Parkway. Construction is scheduled to commence in 2008. Lawrence Street This project consists of widening existing lanes on Lawrence Street from Cole Street to Fairground Street. The proposed project includes replacement of the existing curb and gutter and sidewalks, improving the existing storm drainage system, and milling and resurfacing the existing pavement. The roadway is proposed to be widened to a minimum width of 24 feet (back of curb to back of curb). Currently, a concept plan is being developed to determine the extent of the proposed right of way acquisition necessary to implement the project. A Public Information meeting will be conducted to present the project concept and obtain citizen input in 2008. Atlanta Street This project consists of minimal improvements to Atlanta Street between Waterman Street and Anderson Street to provide two northbound through lanes on Atlanta Street.
