Student Achievement
A.
Promotion and Non-Promotion
1.
Students who are at risk of non-promotion shall be identified as early as possible in
the school year and as early as possible in the students school career.
2.
At the elementary level, students shall be promoted to the following grade level based
on demonstration of performance on one or more evaluation measures.
3.
At the middle school level, students shall be promoted to the following grade level
based on passing grades in required subjects and earned credits as stated in Board
Policy 6146.5 and Administrative Regulations 6146.5.
4.
At the high school level, progress toward graduation shall be based on passing grades
in the required subjects and earned credits as stated in Board Policy 6146.1 and in the
General Graduation Requirements in Administrative Regulations 6146.1.
B.
Identification of Students
1.
Students shall be identified as at-risk for non-promotion at the beginning of the
following grade levels and in the specific subject areas:
Grade 2
Reading
Grade 3
Reading
Grade 4
Reading and Mathematics
Grade 6
Reading and Mathematics
Grade 8
Reading and Mathematics
2.
Performance levels and criteria for identification of at-risk and decision to promote,
not promote or reinstate previously non-promoted students shall be as follows:
a.
Performance Levels
(1)
The results of each measure of student performance, including the
norm-referenced standardized achievement measure, District
standards-referenced benchmark assessments, and classroom grades
shall be converted to the four performance levels: Advanced, Grade
Level Proficient, Basic, and Below Basic.
Advanced - The student's performance demonstrates comprehensive
mastery of grade-level standards.
Grade Level Proficient - The student's performance demonstrates
mastery of grade-level standards.
Basic - The student's performance demonstrates limited mastery of
grade-level standards.

Below Basic - The student's performance demonstrates a serious lack of
mastery of grade-level standards.
(2)
The performance levels and assessments shall be recommended by the
District Assessment Advisory Committee and may be modified
annually.
(3)
Students who are identified as Below Basic on one or more of the
multiple measures shall be considered for placement on an Individual
Intervention Learning Plan (IILP). However, no one measure will be
the sole determiner of placement on an IILP.
b.
Promotion
(1)
At the elementary level, students shall be promoted to the following
grade based on achievement using performance measures in Reading
(Grades 2 and 3) or Reading, English Language Arts and Mathematics
(Grades 4-6) at least at the Basic level.
(2)
Beginning in grade 7, promotion shall also be based upon the earning
of credits for course work successfully completed.
c.
Non-Promotion
The decision not to promote a student to the next grade level will follow a
three-step process. First, the student will be identified as being in the "at-risk"
category at the beginning of the school year, based on the criteria. Following
identification of at-risk status, a program of interventions will be developed
and implemented. A final recommendation to promote or not promote will be
made after interventions have been attempted, based on the additional criteria.
An end-of-year recommendation will be made by the Site Review Team
(consisting of the parent and school personnel who work most closely with the
student) considering the results of all performance measures. According to
California law, the final determination is to be made by the teacher.
(1)
Students At-Risk of Non-Promotion
(a)
Students in Kindergarten will be identified as potentially at-
risk of non-promotion based on English Language Arts
performance during the first trimester of the year.

(b)
Students in Grade(s) 1 through 9 will be identified as potentially
At Risk of Non-Promotion based on performance during the
prior year at the Below Basic level on one or more of the
identified multiple measures.

(c)
Students in Grades 10 through 12 shall be at risk of non-
promotion based on failure to meet the minimum academic
standards for graduation from senior high schools as indicated
in Board Policy 6146.1. Scores from the California High School
Exit Exam will be included as determiners.
(2)
Students Recommended for Non-Promotion
(a)
Children five years old or older, who have completed one year
of kindergarten, shall be admitted to first grade regardless of
age unless the parent or guardian and the District agree that the
child shall continue in kindergarten for not more than one
additional school year.
(1)
Whenever a student continues in kindergarten for an
additional year, the Superintendent or designee shall
secure an agreement, signed by the parent or guardian,
stating that the student shall continue in kindergarten
for not more than one additional year.
(b)
Students who have completed one year of first grade shall be
admitted to second grade unless the parent or guardian and the
District agree that the child shall continue in first grade for not
more than one additional school year.
(c)
Students in Grades 2 through 8 shall be recommended for non-
promotion based on the above criteria for at risk of non-
promotion and one or more of the following conditions:
(1)
Failure to participate in an assigned intervention.
(2)
Lack of academic progress despite participation in the
assigned intervention.
(3)
Performance at the Below Basic level on the norm-
referenced test and/or the GUSD Benchmarks for the
current academic year
(4)
Performance at the Below Basic Level as indicated by
subject or course grades for the current academic year.
(5)
In Grades 7 and 8, failure to complete a minimum
number of credits to advance to the next grade level.

(6)
Students in senior high school shall not be approved for
graduation if they fail to meet the Graduation
Requirements for minimum academic standards and
required coursework as defined in Board Policy 6146.1.
(d)
Alternative placement and/or programs shall be recommended
for students who fail to meet grade-level standards after
interventions, including non-promotion, have been attempted.
(e)
Non-promotion shall not be recommended more than once in
Grades K through 6.
(f)
Elementary students who enter the Glendale schools after the
first trimester shall not be considered for non-promotion until
they have completed at least one academic year in the District.
They may, however, participate in interventions as appropriate.
(3)
Reinstatement at Grade Level: Non-Promoted Students (Elementary)
In the event that a student demonstrates significant and measurable
academic progress, the Site Review Team, consisting of the parent and
school personnel who work most closely with the student, may
consider reinstatement at a grade level.
C.
Intervention and Remediation of Academic Deficiencies
1.
Student Intensive Intervention Learning Plan (IILP)
a.
Students shall not be recommended for non-promotion until interventions
have been assigned and a written ILLP approved.
b.
Students shall be assigned to designated instructional programs to remediate
academic deficiencies and accelerate learning by the Site Review Team,
consisting of the parent and school personnel who work most closely with the
student.
c.
Intervention shall be directed toward Reading, Language Arts, English
Language Development (ELD), and Mathematics based on the students
identified needs.
d.
Services shall be provided to students in the following priority order (E. C. §
37252.5):
(1)
Students who have been recommended for non-promotion.
(2)
Students who have been identified as being At-Risk of Non-Promotion.
