Pacific
Gas and Electric Company (PG&E) hereby submits for filing revisions
to its gas and electric tariff sheets. The affected tariff sheets
are listed on the enclosed Attachment I.
The
purpose of this filing is to submit the Applicant Installation Trench Inspection Deferred
Account (AITIDA) (gas and electric Preliminary Statement Parts
AI and BL, respectively) and the Applicant Installation Trench Inspection Memorandum
Account (AITIMA) (gas and electric Preliminary Statement Parts
AJ and BM, respectively). This filing is made in compliance with
Decision (D.) 99-09-034.
D.
99-09-034 was issued as a result of a Motion to Stay Implementation
of Ordering Paragraph 5 of D. 99-06-079. Ordering Paragraph 5
of D. 99-06-079 requires the Joint Utility Respondents (JURs)1 to provide
the first inspection of each trench section for a line extension at
no charge to applicants who chose the applicant-installed option.
The JURs filed an Application for Rehearing of D. 99-06-079 on July
26, 1999. D. 99-09-034 grants the stay for implementation of Ordering
Paragraph 5 and orders the utilities to set up deferred accounts to
track monies collected from the applicants pending a resolution of the
Rehearing Application and memorandum accounts to track monies to be
recouped from the ratepayers, subject to adjustment. PG&E
will continue to collect nonrefundable inspection fees on applicant-installed
projects consistent with its existing tariffs and practices pursuant
to the granting of the Motion to Stay.
On
September 9, 1999, PG&E, on behalf of the JURs, requested an extension
of seven days to comply with D. 99-09-034. Pursuant to the authorization
granted by the Commissions Executive Director on September 14, 1999,
advice letters are to be filed by September 20, 1999.
Applicant Installation Trench Inspection Deferred Account
The
purpose AITIDA is to record the amounts collected from a line extension
applicant for the first inspection of each section of trench on applicant-installed
projects, pending a resolution of the Application for Rehearing of D.
99-06-079. The first inspection of each section of trench in
an applicant-installed project will be defined as: PG&Es first
inspection of facilities normally installed by PG&E, including gas
pipe installation, switches, transformers, gas fusing, cable, cable
pulling, cable splicing, and other distribution and service facilities
required to complete the line extension.2
Applicant Installation Trench Inspection Memorandum Account
The
purpose of the AITIMA is to record the amounts to be recovered from
ratepayers for the first inspection of each section of trench on applicant-installed
projects, pending a decision in the Application for Rehearing of D.
99-06-079. Disposition of amounts in the electric AITIMA will
be determined in the annual Revenue Adjustment Proceeding or other proceeding
authorized by the Commission; disposition of the amounts in the gas
AITMA will be determined in the Biennial Cost Allocation Proceeding
or other proceeding authorized by the Commission.
The
definition of first inspection of each section of trench is the same
as above for the AITIDA.
PG&E
requests that this advice filing become effective on September 20, 1999, which is the date of
filing.
