Minutes for Tuesday, October 9, 2007

Attendees: David Brown and Calvin Endo. Calvin Endo committee member, the rest attended as community
members.
1. Call to Order The meeting was called to order at 6:45 PM by Calvin Endo, Committee Chair
2. Welcome / Introductions: Calvin welcomed David to the meeting.
3. Discussion of Committee Goals, Objectives and Mission: The following are the Goals, Objectives and
Mission for this committee.
A. Goals To identify issues and find resolutions to issues affecting the health and safety of our
community.
B. Objectives To see the community united in resolving the issues that affect us and to bring
together organizations that will partner with us.
C. Mission To see a healthy and safe Wai anae Community.
4. Community Concerns / Announcements: The following concerns were brought up and discussed and
will be placed on the November agenda for further discussion.
A. I still have not received any reply from the City about the samples taken for the outfall off the
Wai anae sewage treatment plant. I would like to know why the report for the Ordnance Reef
shows higher chemical readings than the Department of Environmental Services. We are still
waiting for an answer from the Department of Environmental Services.
The U.S. Army has award Donaldson Enterprises Inc to search the Ma ili Beach area on a regular,
recurring basis and to collect any propellant grains that have washed ashore. At the Oct 2, 2007
Neighborhood Board Meeting we reminded the US Army that Donaldson Enterprises Inc. needs to
notify the community when they plan to start their survey and collection of the propellant grains. ( I
contacted Donaldson Enterprises Inc. and the said that they have not started the work yet, but when
they are completed with their planning they will notify our community before they start their work in
Wai anae.
We are still waiting for a reply from Mr. Davis from the U.S. Army, to inform us when further actions
will be taken concerning the ordnance that s still off the Wai anae coast.
B. Residents living around the dump in Nanakuli are breaking out with a rash and different ailments.
This was reported by residents in the area.
A second meeting was held at Nanakuli Baptist Church on Oct. 4, 2007. Rep. Karen Awana
helped to arrange the meeting with Deputy Director Larry Lau of the Department of Health. Director
Lau said he had his people from the Department of Health survey the PVT sight and they did not
notice any violations of the operations of the dump. He said that samples were taken in 2005 and no
heavy metal contamination above the EPA limits was found. The residents around PVT were not
satisfied with the comments from Director Lau since his comments did not address why people are
getting sick. Someone wanted to know if there s a way to sample the leaching that comes from the

David and I would like answers to the following questions:
1. Who own the PVT Landfill property?
2. We want to see the original permit and any revisions to the permit to see what requirements were
placed on the landfill.
3. What are the required samples for this type of landfill and who has the records of these samples if
they were taken?
Waimanalo Gulch Landfill: Several people have expressed they would like to see the sample
readings from the leaching that come from the landfill and they were interested in the water samples
of the wells around the landfill to see if there are changes in the samples from year to year.
Residents would like to see more samples taken. They would like to see monthly or at least quarterly
samples taken of the leachate and the wells around the landfill.
Wai anae residents are concerned that the waste water coming from the Wai anae sewer plant,
including the leachate from the Waimanalo Gulch Landfill being added to the sewer water, are the
cause of people getting sick and receiving infections while swimming at Pokai Bay and Maili Beach in
the past years. Representative Maili Shimabukuro reported to me that she became very ill shortly
after receiving a cut while surfing at Maili beach just a couple of weeks ago. Others have reported
similar cases of bad infections or sickness. It seems to be worst during the hotter summer months.
C. Child Protective Services (CPS). Complaint that CPS is not consistent in following the laws and
guidelines when removing children from a family.
I continue to receive reports/complaints about the way CPS operates. The following are the
common violations being reported.
(1) Enlist the cooperation of appropriate law enforcement authorities for phases of the
investigation for which they are better equipped.
Many times CPS will request HPD to remove a child from a home or pick them up at
school reporting that a child is being harmed at home. But they don t give HPD the entire
back ground about the case. The more seasoned officers will do their own investigation
before taking a child and find that CPS did not tell them incident took place weeks or months
ago and was resolved. This type of removal of children from their home and family
traumatizes many of our children.
(2) Resolve the matter in an informal fashion appropriate under the circumstances; Seek to
enter into a service plan, without filing a petition in court.
Many families never see this part of the law used. Instead the child is removed from the
home and family and the family is then required to go though the court system to get their
child back, which takes months or years.
(3) When the department receives physical custody of a child from the police pursuant to
section 587-22(b).
Many times CPS calls HPD requesting their services so they can use this part of the law
to place a child in the system. If HPD removes a child from a home without doing an
investigation, taking the word of CPS and using the words CPS gives to remove a child, a
child could be places in the CPS system when there was no just cause for that to take place.
D. Concerned that our special needs children, are not being serviced properly. The State requires
that a case worker be assigned to our special needs children to ensure they are receiving the
proper support in the education they receive. We have found that children are not receiving the
continued support of a case worker.
Health and Human Services many times don t service our special needs children properly, and
when these same children become adults they are not being watched over/serviced and cared for
according to the law.
E. What is the process for informing our emergency departments about new roads, streets, ect? I
still need to pursue this issue with the City to see if we can have a system that will ensure our
emergency services departments receive updates on new streets and roads. WAIANAE COAST NEIGHBORHORHOOD BOARD NO. 24

F. Smoking at Bus Stops: Pat Patterson reported to David that there is a problem with people
smoking at bus stops and at the new transit station.
I called the BUS information line on Oct 10, 2007 and was informed that there are no restrictions
for smoking at a bus stop. The only restrictions that apply are when bus stops are within the twenty
feet restriction of a business, and then signs will be posted.
Do we need to lobby for a law revision to include bus stops?
5. Announcements / Adjournment: The next meeting will be on November 13, 2007, 6:30 PM in room P17
at Wai anae High School next to the cafeteria.
