contract documents which is delivered to prospective bidders prior to the
opening of bids.

101.03-Advertisement. The public announcement, as required by law, inviting

101.04-Award. The formal acceptance by the Department of a Proposal.

101.05-Base Course. The layer or layers of specified or selected material of
designed thickness placed on a subbase or a subgrade to support a surface
course.
