STATEMENT
OF PURPOSE

Public, Educational & Governmental Access is a medium for community expression,
established by the Town of Sandwich, funded by cable company franchise fees and
managed by the non-profit educational organization Sandwich Area Community Access
Television Corporation, or SACAT.

In order for democracy to flourish, people must be active participants in their
government, educated to think critically, and free to express themselves. The mission of
SACAT is to advance these ideals by ensuring that people have access to all electronic
media, and by promoting effective uses of those media.National Alliance for

SACAT functions, according to its Bylaws and Articles of Incorporation, shall include,
among others:

a.

Produce, help produce, or acquire, timely, thoughtful, creative and educational
programming for the residents, institutions, and organizations of Sandwich.
b.

Provide training to residents and institutions in the use of access facilities and the
channels. Allocate broadcast time slots and access to equipment and facility.
c.

Conduct public information, educational, cultural and social activities.
d.

Contribute to the quality of life of all residents by producing and/or broadcasting
programs that reflect the diversity of ideas, customs and beliefs here in Sandwich and
across the globe.
e.

Affirmative action for those who are excluded from access to mass media and other
modern electronic technologies.

ROLE OF SACAT STAFF

Successful public access programming depends on participation by many active, trained
volunteers who use video communication tools in order to independently convey their
ideas. Because of this and limited staff time, SACAT can only minimally provide video
production services for community members or organizations.

Staff will assist community members in assembling production crews from among
trained and qualified community producers. Community organizations planning to do
programs on a regular basis are encouraged to form a television production committee,
which SACAT will train. The staff provides equipment, training and technical support to
community producers. Finally, the staff will ensure the timely broadcasts of programs
submitted by Sandwich residents and organizations and will maintain a video library
where these programs are kept for reruns and archival purposes. Sandwich Community Television Operating Rules & Procedures Revised March 2004

RULES OF CONDUCT

* We act toward others as we would like them to treat us.
* We respect others dignity and their right to have their own values, beliefs and habits.
* We help one another wherever possible with our experience, our support and
suggestions.

The No-Nos:

1.
No possession or use of any illegal substances and/or weapons.

2.
No one will be allowed to operate equipment or spend time in SACAT
facilities while using, or appearing to be under the influence of, alcohol or
drugs.

3.

No abusive language, actions, or harassment, of staff or other volunteers
(e.g., community producers and SACAT Board members)

4.

No community producer shall present him/herself as representing or
speaking for SACAT unless requested to do so by the Executive Director,
or the Board of Directors.

5.

No abrasive, uncooperative, or other behavior that may cast a bad light on
SACAT when filming in the field, or in the studio.

Violations will result in the immediate expulsion from the facility and property and can
result in permanent loss of privileges (SACAT equipment, facilities. activities, broadcast
time, membership and voting privileges).

GRIEVANCES

Any grievances regarding assignment of workshop space, channel time allocation,
equipment, studio and facility use or any other matter regarding SACAT should first be
discussed with the Executive Director. If that does not provide a resolution, a grievance
may be filed with the SACAT Grievance Committee. The Committee is charged with the
task to provide an objective assessment of the facts and to propose a workable solution to
the parties involved. If no agreement can be reached the matter will be referred to the
Executive Committee, or the Board of Directors, as necessary, for a final disposition.

UNDERWRITING / GRANTS / MONIES

Users may apply for and receive underwriting, grants or monies that aid in the
development, production, promotion or improvement of programs. Donations can be in
